IITs and NITs are supposed to be engine for bringing change in in the technological /scientific potential of India , but I see lack of planning on the part of government , on one hand they are establishing more and more IIts and NIT but at they same time they dont have any strategy or mechanism to make these institution free from corruption nepotism, regionalism . I am just pasting a sources of information from one of whistle blower student who is suffering for raising his voice against corrupt management PERSONAL CONFIDENTIAL To Subject :- Humble request for immediate thorough investigation into financial corruption, malpractices in procurement of different materials and recruitment of faculty in gross violation of Government rules (NIT Act-2007 & NIT Statutes) in NIT Agartala by the Prof. P.K. Bose (Director, NIT Agartala) originally hailing from Jadavpur University-Follow up action there of. Respected Sir, Kindly refer to my earlier letter/mail dated 06/11/2012 in connection with the subject cited above. Further, I would like to inform you that I had a discussion on this matter with the Hon’ble Chairman, Board of Governors, NIT Agartala, Prof. P.N.Singh in the last week of November,2012 during his visit to NIT Agartala. All the relevant documents, paper clippings in support of these allegations/ corruptions were handed over to Prof. Singh and being fully convinced, he assured me of necessary actions from his end immediately. But, till date, I have not received any communication from Chairman or your good office. In the mean time, Prof. P.K.Bose, Director, NIT Agartala has initiated process for suppressing / manipulating the official documents which may prove his involvement in the financial and academic corruptions, misusing his official influence in the HRD Ministry. Moreover, Prof. Bose has started the process of large scale procurement of equipments and goods amounting several crores in the same manner violating the existing government rules & regulations. New Construction of Civil works of around Rs. 300 crores is also being processed to get the financial privileges in illegal way. As a mentor Director of NIT Manipur, similar illegal activities are being carried out there by Prof. Bose. Probably, for this reason, Prof. Bose has forgone the post of Professor in Mechanical Engineering in Jadavpur University for a tenure of five years service as reappointment and preferred the remaining seven and half month term in NIT Agartala as Director. To safeguard the interest of premier educational institute I earnestly request your personal intervention for proper enquiry by Central Agency like CVC/CBI into all these allegations. Bose (Director, NIT Agartala) originally hailing from Jadavpur University. Respected Sir, I most fervently would like to draw your kind attention to the subject cited above. NIT Agartala- a centrally funded technical Institute was established in the year 2006 by converting State Engineering College (Tripura Engineering College). Thereafter MHRD, Govt. of India has extended its full support by providing necessary funds to develop this institute into a centre of excellence. But unfortunately large scale corruption in financial matter and violation of prevailing rules in many areas particularly in recruitment of some faculty have emerged as a main barrier of development of this institute. Poor governance and lack of proper administration have paralyzed the Institute. Along with staff and faculties, students are the worst sufferers of this prevailing situation as classes for present 3rd Semester students was suspended sine-die in the pretext that the students of that semester were engaged in series of rigging where as information supplied through RTI from NIT Agartala suggests that no such rigging was occurred . So it is evident Dr. P.K. Bose is misusing his power and misguiding MHRD for begging favor from higher echelon of Government and on the contrary snubbing students community and other faculty members of NIT to derive his vested interest. However, some of the malpractices responsible for present stalemate and bottleneck in the overall development of the Institute are highlighted: A. Financial Malpractices: 1. The large voluminous construction work is being carried out by NCCL at very high rate in contradiction of CPWD rules. 2. Construction of Dining Hall (MANU Hostel ) worth Rupees Sixty lacs (approx.) has been made without going through Open bidding. 3. Granite floor stones worth Rupees Ninety lacs (approx.) have been procured without any bidding. 4. Engineers Projects India Ltd. (EPIL) and Bridge & Roof Co. have been engaged for construction of buildings worth several crore (nearly 150 crore) without any Open bidding. 5. Around Rupees Three Crore has been spent for renovation of an old auditorium (500 Seated). As per the opinion of expert a new auditorium of the same capacity can be constructed by spending half of the amount. 6. While procuring office furniture, classroom furniture, cots (for Boys & Girls Hostels) etc. one particular manufacturer/ supplier named Nex Gen has been given undue privileges . 7. After procuring one item, several repeated orders worth many times the original purchase order have been issued to procure from the Nex Gen Company in gross violation of the purchase rule. 8. Recently very expensive vehicles (Toyota Corolla worth Rs. 14 lacs and other make) have been procured for Director and other officials which is not approved by BOG before purchase. It may be mentioned that no IIT/ NIT Director avails such expensive vehicle specially at a time of austerity measures declared by Govt. of India. Moreover the present vehicle (Tata Indigo worth Rs. 6 lac) used by the Director is in good running condition though presently kept in idle condition. 9. Recently Cloud Computing Software worth of Rs.2 Crores (about) has been procured without any tendering process violating the purchase rule of the institute. Moreover the present computer operating system (Windows based) of NIT Agartala do not support this software which is compliant to Linux OS. Thus it is of no use at present. 10. E-books and E-journals amounting Rs. 2.57 Crore have been procured without approval of the BOG and violating the normal rules. The title of e- books and e- journals is not informed to the faculties and students. The purpose of this procurement is questionable. 11. Most of the construction works are awarded to Nagarjun Construction Company Limited (NCCL), Hyderabad with vested financial interest. 12. The present Director of NIT, Agartala Prof. P.K.Bose has been allotted an official quarter by his parent employer i.e. Jadavpur University in the Kolkata city and as such, he is not entitled for any HRA (for Kolkata City ) from Jadavpur University. As contract of service with NIT Agartala , Rent free furnished accommodation within NIT Agartala Campus is to be provided to Prof. P. K. Bose.Therefore, Prof .Bose is not entitled to draw any HRA either from NIT Agartala or Jadavpur University .But flouting the Government Rules ,Prof Bose is drawing 30% HRA ( for Kolkata City ) since his joining NIT Agartala though he is presently staying in NIT Agartala Campus. 13. Most of these financial irregularities/ malpractices have been reflected by the authority of AG(Accountant General), Tripura in the letter communicated to Director NIT Agartala for the financial year 2010-11 Vide No. ECPA/NIT-IR/2010-11/99 dated July 6, 2012(copy enclosed). B. Academic corruption related to recruitment: 14. Faculty recruitment is done at various stages starting from April 2010 though there is no Recruitment Rules (RR) till date approved by Board of Governors (BOG), NIT Agartala. 15. There was no advertisement in the News paper/Print media for faculty recruitment. In the web site of NIT Agartala, the advertisement was published without mentioning available vacancies, post-wise reservation for SC/ ST/ OBC/ PH as per Govt. of India guide line. 16. No interview for faculty recruitment at any stage was held at NIT Agartala/ Agartala city though it is a convention to hold the interview at the same institute/ head quarter. This is being done with intention of depriving the local deserving candidates of Tripura. On the other hand. Tripura University (A Central University) is holding their faculty recruitment interview regularly in their own campus. 17. As per advertisement of faculty recruitment dated 01-11-2008 and item No.-9 reservation SC/ST/OBC has to be mentioned in the advertisement of faculty recruitment which is not done. The total no. of vacancies and also post wise reservation for SC/ST/OBC are not mentioned in the subsequent advertisement dated 22-02-2010. 18. In the advertisement No. 2(166-Estt)/2008/01 dated-01-11-2008 the qualification for the post of Assistant Professor in Engineering and Technology was mentioned as “Master degree with first class at Bachelors and Masters Degree level in appropriate branch of Engineering”. Mr. Rabindra Nath Barman having 2nd class B. E. degree in Engineering has been appointed. Moreover, his B. E. degree is in Mechanical Engineering and Master Degree in Water Resource Engineering, but he is appointed in Production Engineering department. Another person Mr. Rahul Banerjee having A. M. I. E. Degree (not equivalent to B. E. for the teaching post) has been appointed for the post of Assistant Professor in Mechanical Engineering Dept. 19. It was given in the Advt. that for Associate Professor the minimum experience is “five years in teaching/ Industry/Research at the level of Lecturer (old)/Assistant Professor or equivalent excluding the period spent for obtaining Ph.D. degree”. But, Dr. Raj Shekhar Panua and Dr. Uttam Kumar Bera have been appointed as Associate Professor without minimum requisite experience. 20. The minimum experience requirement as mentioned in the said advertisement do not match with the actual criteria of MHRD notification in connection with the 6th CPC. Recruitment Rules was placed in the 15th Board of Governors (BoG) meeting on 30th June, 2010 for ratification item no. 1 (part –A). But it was not ratified due to objection by a member as no Recruitment Rules was approved by the BoG which is essential for recruitment. 21. Subsequent interview was held on 9th, 10th, and 11th March 2010 at Kolkata and panel is notified by the authority on 31st March, 2010 without approval of BoG which is mandatory as per NIT statues and Act. The BoG was held on 6th April, 2010 to consider the same in item no. 06 wherein sealed envelopes containing the recommendation were opened and signed by Registrar, Director and Chairman. 22. While taking the resolution against item no.-6 of BOG held on 6th April, 2010, the two members Dr. Swapan Bhaumik and Dr. Prasun Chakraborty were asked to abstain as they were candidate for the post of Professor. As such the quorum of the BoG was not formed for that agenda item no.-6. The name of same person was mentioned as two official capacity/position which should be considered as one entity. Thus making the total member as 04 (four) which is lacking the requisite quorum. 23. A second list of selected candidates were approved by BoG on 30th June, 2010 as additional agenda wherein it is mentioned that the panel is approved by BoG in the earlier meeting held on 6th April, 2010. But in that meeting (6th April) names of those candidates mentioned in the additional list did not appear in the common merit list/minutes of the BoG. It appears to be gross irregularities from the part of administration and violation of NIT statues and Act. 24. A Professor namely Dr. K. P. Ghatak of Calcutta University has been recruited who is Black-Listed by Jadavpur University and debarred from supervising any Ph.D. scholar due to his involvement in Academic Corruption. Earlier the same person was inducted in the SENATE of NIT, Agartala which is the highest body of Academic affairs. 25. Faculty recruitment is done on April,2010 as per 6th CPC criteria allowing `6000/- AGP in PB-3 to the post of Assistant Professor. However, by the same advertisement, recruitment is made in May, 2012 to the same post allowing `7000/- AGP in PB-3 for the same qualification violating the decision of the Board of Governors (BOG), NIT Agartala. This has created discrepancies among the faculty members having same qualifications and experiences. 26. Many of the newly Recruited Faculties are having experience of Private Engineering Colleges of West Bengal (Kolaghat) which is not considered as working experience by Centrally Funded Institutes. 27. These faculties recruited mostly from private engineering colleges of West Bengal have been offered several advance increments (5 to 11 nos.) superseding the pay of many existing senior faculties which is in contradiction of FR & SR. This is being done with the financial vested interest. 28. As per NIT Act, the recommendation of Selection Committee for recruitment of faculty members has to be approved by the Board of Governors (BOG) before issue of any offer of appointment, which has not been done in case of appointment of Dr. R.P. Sharma to the post of professor. 29. The Board of Governors, NIT Agartala provided approval for appointment of seven faculty members in its meeting held on 6th February, 2012 on the basis of the recommendation selection committee. But, the Director, NIT Agartala have appointed 6(Six) faculty members to NIT, Agartala following the approval of the BOG dated 7th February,2012, except 1(One) recommended/ approved candidate namely Dr. Sudhan Debnath approved for the post of Associate Professor in Chemistry in NIT, Agartala. The implementation status of the BOG decision dated 6th February,2012 have been appraised to the BOG members in the next meeting. But, the BOG members and Chairman of the BOG have not raised any question in regard to refusal of appointment of Dr. Sudhan Debnath to the post of Associate Professor in Chemistry in NIT, Agartala though it was approved in the BOG meeting held on 6th February,2012. The reasons behind the screen for denial of appointment of Dr. Debnath were so much cloudy, which was not at all measurable in the personal capacity. As such, the total issues require to be enquired by an appropriate authority of the Govt. of India, so that the actual facts may be published before the public for maintaining highest transparency in appointment at NIT, Agartala. 30. Moreover Prof. Bose, Director of NIT Agartala is also deriding at the status of students & faculties belonging to Scheduled Tribe of Tripura as Most Worthless . Such utterance would give rise to social tension & texture of the social amity might be fused at any moment which will permanently leave a scar on the History of NIT Agartala as a matter of post 1980 macabre as Genocide for such callous unwarranted remarks of Prof Bose. All the above mentioned irregularities and mal-practices are being carried out under the administrative control of present Director, Prof .(Dr) P .K.Bose misusing his official power. He is staying in the Campus 5-7 days in a month and most of the time he remains out of station for his personal business. A huge amount of TA/DA has been drawn by Prof Bose during last four years due to frequent tour outside the institute without submitting official TOUR DIARY which is MANDATORY for any official . During his stay outside the institute, the charge of Director is sometimes being given to the Register or other Professor who is junior in service . This is in contrary to NIT Act & Statutes. NIT Act & Statutes and official decorum have been grossly violated while assigning the duties of Deans, Associate Deans ,HODs,Controller of Examination and other administrative posts. Large scale financial corruptions and academic malpractices of NIT Agartala have been published in almost all leading local dailies serially which is defaming the image of the Institute and being a centrally funded Institute, also tarnishing the image of the Government of India. All these activities are being carried out in a Dictatorial manner which is very much detrimental for an academic institute in particular and for the society as a whole. It is worth to mention here that Dr.P.K. Bose is a Professor in Mechanical Engineering at Jadavpur University ,Kolkata who is supposed to go to superannuation from service of Jadavpur University in the month of December/2012. At present , he is on deputation at NIT Agartala .Before that prof P. K. Bose & Prof K.P. Ghatak both have polluted the environment of Jadavpur and Calcutta University which you can verify from any faculty members of this said Universities. Please, make arrangement for investigation into corruptions of Prof. P.K. Bose before releasing his pension money at the time of his retirement in December, 2012 from the Jadavpur University. Under the above circumstances, we humbly solicit your intervention for proper enquiry of all the issues and revert him to his original post at Jadavpur University to safeguard the interest of a premier institute like NIT Agartala.
