ILO Better Factories Cambodia Post title: Programme Assistant (Enterprise Assessor) (Job #2014‐016) Project title: Better Factories Cambodia Post level: GS‐7 (Approximately US$ 1,500 net per month) Contract type: Fixed‐term Contract Duration of contract: Twelve months with the possibility of extension Duty station: Phnom Penh, Cambodia. INTRODUCTION Better Factories Cambodia (BFC) is a programme of the International Labour Organization that works to improve garment and footwear factory conditions and advance workers’ welfare. The focus is on scalable and sustainable solutions which build cooperation between government, employers’ and workers’ organizations, and international buyers. The program has three components: 1) Enterprise assessments on (a) the principles of the ILO Declaration core international labor standards and Cambodian labor law, and (b) quality and productivity; 2) Enterprise advisory and training services designed to support practical improvements; and 3) Stakeholder engagement and sustainability. For more information about the project see betterfactories.org The project is looking for an Enterprise Assessor who is passionate about improving working conditions in Cambodia’s garment and footwear factories. This work will suit a motivated candidate with established skills in the required areas and a willingness to learn new skills and take on increasing responsibility as the project evolves. SUMMARY OF KEY DUTIES Under the overall guidance of the project Chief Technical Advisor and under the direct supervision of the Programme Manager, the incumbent will undertake the duties mentioned below. 1. Collect data and assess working conditions in factories; 2. Establish, maintain and update information, databases and records on assessments; 3. Independently produce high standard written assessment reports and suggestions for improvement in English; 4. Contribute knowledge in the area of Occupational Health and Safety to the larger group of Enterprise Advisors; 5. Review the reports of other assessors as part of the peer review quality assurance system; 6. Encourage, support and advise on improvements in working conditions at the factory level; 7. Provide information on the project, including the assessment and training components to a range of stakeholders. 8. Contribute to the preparation of reports and work plans; 9. Assist with monitoring and evaluation of project implementation; 10. Other duties as required by the supervisor. EDUCATION AND EXPERIENCE Completion of secondary school education, supplemented by university level courses in Law, Business Administration, Economics, Industrial Engineering, Chemical Engineering and other related fields. Formal training in Occupational Safety and Health, and knowledge of chemical safety will be considered an advantage. At least seven years’ work experience in a related field Excellent knowledge of English and Khmer languages. Chinese and/or Korean language skills also desired. Courses or training in occupational safety and health, chemical safety, productivity and/or environmental issues pertaining to the garment and footwear industry is considered an advantage LANGUAGES Excellent knowledge of English and Khmer languages. Chinese and/or Korean languages are desirable. COMPETENCIES 1. Excellent communications skills, both oral and written; 2. Good analytical skills; 3. Understanding of enterprise level human resource, production and quality systems; 4. Good understanding of corporate social responsibility and labor compliance issues in global supply chains; 5. Knowledge of footwear production, especially chemical safety and related OSH issues; 6. Experience in using basic computer software including e‐mail, Microsoft Word and Excel, and information management systems; 7. Good knowledge of the Cambodian labour law and regulations; 8. Ability to work independently as well as contributing to the work of a team; 9. Capacity to liaise and network with a range of stakeholders including staff, donors, buyers, government officials, management, unions and NGOs All applicants must attach their up to date CV and 1‐2 pages statement addressing their claims against the required competencies.
