Recognized worldwide as a leader in the fight against hunger, our mission is to save lives through the prevention, detection, and treatment of malnutrition, especially during and after emergency situations and conflicts. Currently, ACF Indonesia Mission is seeking a qualified candidate for the position of WASH Deputy Program Manager, to be based in KUPANG, East Nusa Tenggara/ NTT. Initial Contract duration : 6 – 12 months (with possibility of extension) Reporting to : WASH Program Manager Starting date : ASAP Educational / Professional Background: Technical Degree (Civil work, hydraulics, mechanics) Required Competences & Skills : Strong technical skills in WASH – Relational and diplomatic qualities – Capacity to organize the work and supervise a team – Computer skills – Good knowledge of English – Experience in the field of WASH program in Indonesia KEY ASSIGNMENT: · To participate to the definition and the follow up of the WaSH program in Kupang · To ensure the supervision of the entire technical activities of the WaSH program and to ensure the follow up of the entire program in the PM’s absence · Implements, in the framework of WASH Projects, the mission’s WASH strategy taking into account the key internal and external documents: ACF charter, 2015 strategic framework, policies (WASH and other ACF sectors), positioning papers (WASH and transversal), national strategies and other specific legal framework enforced by the body/department in charge of WASH issues · Contributes to the definition of the mission’s WASH strategy in cooperation with the WASH Program Manager MAIN OBJECTIVES: Contribute to the definition and the implementation of ACF policies, positioning and strategies in the mission ü Implements, in the framework of his projects, the mission’s WASH strategy taking into account the key internal and external documents: ACF charter, 2015 strategic framework, policies (WASH and other ACF sectors), positioning papers (WASH and transversal), national strategies and other specific legal framework enforced by the body/department in charge of WASH issues ü Contributes to the definition of the mission’s WASH strategy in cooperation with the WASH PM Contribute to the identification, definition, formulation of WASH projects: Participates in the geographic area of intervention and working with target populations Management of the WASH program: In General : ü Ensure implementation of the activities defined in the WaSH proposal by defining monthly action plan validated by the WaSH PM ü Ensure MOU and partnership agreement signed with local partners, contractor and others stakeholders are respected (progress of activities, budget spend, etc); ü Ensure the good quality of the relationship between ACF and local partners andgovernment and to support the team in developing follow up tools. In Particular: Support the local NGO partner on: - Technical assessment; - Design and implementation of the Hygiene promotion; - Design and implementation of wells, springs, Gravity Fed System and Ram Pump System - Organize regular meeting with local partner according to the needs (at least bi monthly technical meetings and management meetings). Support the local government on: - monitoring of water access projects; - technical design of water access projects; - Develop and implement training on GFS, RPS, water quality monitoring, GIS and community based program. Ram Pump development: - Ensure the promotion of the Ram Pump at provincial level; Ensure local ACF representation and coordination with other stakeholders within the intervention area ü Representation to the local authorities (Provincial [Governor], District [Head of District: Bupati, and government related department], Sub district authorities [Camat], and village authorities) if needs be ü Coordinate ACF’s action with other stakeholders working in the intervention area ü Support capacity building of ACF WASH partners in the area of intervention Manage the project team: ü Participate in the technical recruitment of the project team; ü Elaborate the content of the training and organize it; ü Ensure the evaluation (performance appraisal) and evaluates the training needs of his staff ü Organize the work of the team: optimize the distribution of tasks according to the members’ potentials. ü Participate weekly meeting with ACF WASH team.
