IN MALAWI STATE HOUSE LOOTING Latest:::::A revelation has been made by one of the arrested civil servants that Osward Lutepo was in fact not alone in the siphoning syndicate. It has been revealed that Dolphin, a company owned by the Minister of Lands, Hon Henry Duncan Phoya was also involved. The total amount that has been siphoned using Dolphin is MK4.2 billion. Osward Lutepo is the person that purchased twenty two (22) vehicles for the People’s Party using funds siphoned from government through dubious payments made to his companies. The brother of Pika Manondo who was earlier arrested for depositing cash into the account of one of the suspects in the Mphwiyo shooting was in actual fact the errand boy who used to drop the looted cash to State House. He was assigned one of the government vehicles used by Paul Mphwiyo, a Toyota Corrolla, registration number MG 676. At State House, the money was being given to Mrs Cecilia Kumpukwe, Lawrence Mpofu or the Guard Commander, Mitaye. As earlier mentioned in other revelations, most of the siphoning took place in the Malawi Defence Force votes. The MDF top leadership has told ACB never to try and institute an investigation on them as they can do that using their own systems and procedures. This is so because the scam even includes the top four officers. Meanwhile, government through its normal channels has failed to come up with a statement on all this through its spokersperson, Moses Kunkuyu, as he has been shifting the responsibility elsewhere. To get around this, government has with effect from last night, redeployed Chikumbutso Mtumodzi from the Ministry of the Elderly and Disabled to the Ministry of Information as Director of Information so that he helps with the spinning of the information. It has also been revealed that the President is now on her way back and will either today or tomorrow visit Paul Mphwiyo to hear from him how much he is willing to reveal so that she knows what to do.
