INFECTIOUS RHINOTRACHEITIS/VIRAL DIARRHEA (BOVINE) - MOROCCO: ex IRELAND, RESOLVED ********************************************************************************** A ProMED-mail post ProMED-mail is a program of the International Society for Infectious Diseases Date: Tue 6 Jan 2015 Source: Hespress [in Arabic; trans. Mod.AB, edited] Irish cattle exporters passed a difficult test before they where able to maintain the Moroccan market, after they were threatened with losing it following the export of sick [infected] beef to this country in 2011, according to an official Irish spokesman, who announced the continued entry of their cattle to Morocco. Senator Tony Mulcahy said that the fact that Morocco had opened its market to Irish cattle in recent years -- like other Arab countries such as Saudi Arabia, the United Arab Emirates, and Qatar, seeking to secure their needs by importing meat -- is an indicator of Irish meat quality. Ireland, which will soon embark on the export of cattle to the United States for the 1st time, benefits from competitiveness, as beef prices are lower in this country than in the USA, despite important agricultural production in the latter. It should be remembered that earlier investigations in Ireland had revealed that a number of cattle exported to Morocco were infected with BVD [bovine viral diarrhea] virus, a disease which often leads to the birth of calves permanently disabled and mucosal inflammation when animals grow up, as well as IBR [infectious bovine rhinotracheitis]. Irish investigations revealed that the source of infected cows was a farmer who deceived the animal health authorities by substituting for analysis samples previously analyzed and found negative for those from the exported livestock. However, the Moroccan veterinary authorities discovered, when they re-tested the imported animals, that 120 head of the latter reacted positively to both BVD and IBR and notified their findings to the Irish counterpart. The farmer was accused of harming the interests of the country and discrediting cattle exports to Morocco, which Ireland gained in 2010 after 5 years of negotiations. Irish judge, David Riordan, expressed his displeasure with the fraud that could ruin the efforts undertaken by the country to enter the Moroccan market, pointing out that the export agreement had not been in place one year when this fraudulent action was taken. Ireland is one of the leading exporters of cattle around the world. 90 percent of its products go to the Arabian Gulf region, which depends on cattle imports from Europe, America, and Africa. [Byline: Hicham Tasmart] -- Communicated by: ProMED-MENA [Morocco, with a cattle population exceeding 2.7 million head, used to be nearly self-sufficient for meat consumption, and only sporadically did the country import beef destined specifically to the army. However, recently, the purchasing power of the population has improved, and the demand for red meat has become higher. A new policy was thus established, allowing import of beef calves for fattening from various American and European countries including Ireland. Cattle trade with Ireland and other countries is submitted to sanitary requirements, in particular a certificate attesting they are free of certain diseases, including BVD and IBR. Regarding IBR, the herd of origin must be disease free for at least 2 years or the animals of the consignment must have been subjected to vaccination with a deleted, inactivated vaccine at least 15 days prior to their journey to Morocco. A 2nd vaccine shot, using the same type of vaccine, is administered during the quarantine period. For BVD, an antigen ELISA should have been performed and found negative before animals were shipped (see URL: ). Upon entry to the country, imported livestock are subjected to quarantine and serological and/or molecular testing before being directed to usually private holdings. It is fortunate that the issue is now over, and, hopefully, this episode will induce the Irish government to exert more stringent controls on exported livestock if they are intent on preserving their price competitiveness together with health safety. - Mod.AB A HealthMap/ProMED-mail map can be accessed at: .] [See Also: 2014 ---- Inf. bovine rhinotracheitis/bovine viral diarrhea - Morocco: ex Ireland, fraud 20141105.2930863 For additional information on infectious bovine rhinotracheitis and bovine viral diarrhea, the following ProMED-mail posts can be found at . 2013 ---- Bovine viral diarrhea - Netherlands: (GE), BVDV type II 20130326.1603817 2012 ---- Undiagnosed illness, bovine - Israel: diarrhea, RFI 20121016.1346969 Undiagnosed illness, bovine - Ukraine: (VO) diarrhea, RFI 20120718.1205782 2011 ---- Rhinotracheitis, bovine (IBR) - Ireland: A.I. centre 20110219.0547 2010 ---- Bovine neonatal pancytopenia - Europe (02): BVD vaccine suspended 20100719.2425 Bovine neonatal pancytopenia - Europe: BVD vaccine susp. 20100607.1896 Bovine neonatal pancytopenia - Germany (02): BVD vaccine susp. 20100603.1845 2009 ---- Bovine viral diarrhea - Australia (02) 20090120.0244 Bovine viral diarrhea - Australia: susp., RFI 20090106.0051 2008 ---- Bovine viral diarrhea - Israel: (Hazafon), OIE 20080824.2639] .................................................ab/msp/gmm *##########################################################* ************************************************************ ProMED-mail makes every effort to verify the reports that are posted, but the accuracy and completeness of the information, and of any statements or opinions based thereon, are not guaranteed.
