ACCOMODATION Any queries pertaining to ‘Accommodation’ should be addressed to Peter Wartnaby who can be contacted through on his mobile number 0715456684 • Arrival and checking in from Monday 28th to Friday 1st November 2013. • Departure – All teams are required to check out on Saturday 2nd November 2013 at the time stipulated by the Hotel. We confirm the following cost will be met by the Kenya Golf Union: Transfers of players from airport to GRVL and back Players - 2 no. of players will be accommodated per room up to a maximum of 8 players. Officials-Provision has been made for 2 officials per team. Officials will be allocated single rooms Accommodation is on full-board basis. Any room service costs will NOT be met by the Organizing Committee/ host Union CADDIES Caddies for Players are available at the GREAT RIFT VALLEY LODGE GOLF RESORT Team Managers are advised that the Organizing Committee CANNOT guarantee a full complement of caddies for all players participating in this event. CADDIE FEES All players are required to pay their caddies. The rate is Kes 1000/- per round. RULES & CONDITIONS OF PLAY CONDITIONS OF PLAY The Conditions of Play for the East Africa Golf Challenge Tournament are provided in the Registration folder given to each team. LOCAL RULES The Local Rules that will apply for 2013 East Africa Golf Challenge Tournament are provided in the Registration folder given to each team. These rules will apply for the duration of the Tournament unless officially notified to Team Managers during the event. TOURNAMENT REFEREES The ‘Master’ Referee for the Tournament is Dr. S R Ndegwa and will be assisted by: • S K Mwaura • Peter Wartnaby CONDITIONS OF PLAY 1. Eligibility Players must meet the eligibility provisions established in the Constitution of the East Africa Golf Challenge. 2. Format of Play The format of the competition is match play and there will be singles, better ball and foursome matches. The countries will be drawn by the East Africa Golf Challenge tournament committee and each country captain will decide on their preferred pairing of players and teams for each round. 3. Stipulated Round Each round is played over a maximum of 18 holes and if there is a tie after the 18th hole, the match will be declared a draw. 4. Points Allocation A hole is won by the player or team that holes its ball in the fewer strokes. All players shall play off a zero handicap. 5. Winning a Match A match is won when one side leads by a number of holes greater than the number of holes remaining to be played. 6. Winning Team / Country The winning team will be determined by the highest number of accumulated points over the four rounds. 7. Concession of Stroke / Hole / Match 7.1 A player may concede his opponent’s stroke at any time provided the opponent’s ball is at rest. A concession may not be declined or withdrawn. 7.2 A player may concede a hole at any time prior to the start or conclusion of that hole. 7.3 A player may concede a match at any time prior to the start or conclusion of that match. 8. Tee – Off Time 8.1 All players should report to the starter at least 10 minutes before their posted tee-off times. Note: Rule 6-3. The Specimen condition (i.e. the five-minute condition) in the Rules of Golf is in effect – see page 143. 8.2 Players arriving at the tee after their scheduled Tee – Off time but within 5 minutes will be penalized by a loss of one hole. Players arriving after 5 minutes of their official scheduled Tee-Off time will be disqualified and their opponent awarded the match and 1 point. 8.3 The tournament committee reserves the right to make changes to the tee – off time within 30 minutes of either side of the original scheduled tee – off time. 9. Better ball 9.1 The matches will start at the scheduled Tee-Off times and any players arriving late will be allowed to join their playing partner at any time during the round, but not the hole being played. 9.2 If both team / country players are late then clause 8.2 above will apply. 10. Slow Play Slow play will be penalized in accordance with the Rules of Golf. All players are requested to play a provisional ball if there is a possibility of a lost ball and not to spend longer than 5 minutes looking for the lost ball. N.B. ONLY BONAFIDE CLUB CADDIES ARE PERMITTED (rule 33-1). 11. Tee Ground The official Tee markers are the Blue markers on the tee boxes. 12. Inclement Weather 12.1 Suspension of Play Due to a Dangerous Situation (Note to Rule 6-8b) The specimen Condition in the Rules of Golf is in effect – see pages 144-145. Note: A suspension of play for a dangerous situation will be signalled by a prolonged note of a horn. All other suspensions will be signalled by three consecutive short notes of a horn repeated. In either case, resumption of play will be signalled by two short notes of a horn, repeated. 12.2 Failure to complete stipulated rounds. In the event of bad weather and the course becoming unplayable, play will be suspended in accordance with the rules. If it is not possible for all stipulated rounds to be completed over three days, the Tournament committee will decide on the number of rounds to determine the competition winners. A minimum of 3 rounds must be completed for the competition winners to be decided; otherwise the tournament will be cancelled. 13. General Penalty 13.1 The penalty for a breach of a Rule in match play is loss of hole up to a maximum of 2 holes if the breach is rectified before the match is concluded. Failure to rectify the breach during the match will result in the opponent being awarded the match. 13.2 Penalty Stroke; Note that in a foursome match penalty strokes do not affect the order play. 14. Doubt as to Procedure; Claims and Disputes 14.1 If a doubt or dispute arises between the players during the course of the hole or match a player may make a claim and call for an authorised representative of the Committee as soon as possible. 14.2 The committee may consider a claim only if the player making the claim notifies his opponent; i. that he is making a claim ii. of the facts of the situation and iii. that he wants a ruling. 14.3 The claim must be made before any player in the match plays from the next teeing ground or, in the case of the last hole of the match, before all players in the match leave the putting green. 14.4 A later claim may not be considered by the committee, unless it is based on facts previously unknown to the player making the claim and he had been given wrong information by an opponent. 14.5 Once the result of the match has been officially announced, a later claim may not be considered by the Committee, unless it is satisfied that the opponent knew he was giving wrong information. 14.6 A decision made by the tournament committee will be final in a case of any disputes. 15. List of Conforming Driver Heads The specimen Condition in the Rules of Golf is in effect – see pages 141-142. Pace of Play (Note to Rule 6-7) (a) Time Allowed: Each hole has been given a maximum completion time based upon the length and difficulty of the hole. The maximum time allotted for the completion of 18 holes will be available prior to play. Definition of Out of Position: The first group and any group after a starter’s gap will be considered to be “out of position” if, at any time during the round, the group’s cumulative time exceeds the time allowed for the number of holes completed. Any following group will be considered “out of position” if it is more than the starting interval behind the group in front and has exceeded the time allowed for the number of holes played. (b) Procedure When Group is Out of Position: 1. If a decision is taken to time the group, each player in the group will be subject to individual timing by a Rules official. Each player in the group will be advised that they are “out of position” and are being timed. 2. The maximum time allocated per shot is 40 seconds. 10 extra seconds are allowed for the first player to play: 1 on a par three hole; 2 an approach shot; and 3 a chip or putt The timing will start when a player has had sufficient time to reach his ball, it is his turn to play and he is able to play without interference or distraction. On the putting green, timing will start when the player has had a reasonable amount of time to lift, clean and replace his ball, repair ball marks and move loose impediments on his line of putt. Time spent looking at the line from beyond the hole and/or behind the ball will count as part of the time taken for the next stroke. 3. Timing ceases when a group is back in position and players will be advised accordingly. Note: In exceptional circumstances, an individual player, or two players within a group of three, may be timed instead of the entire group. PENALTY FOR BREACH OF CONDITION: 1 Bad Time Player will be warned by the official and told that if he has a further bad time he will be penalised Stroke Play Match Play 2 Bad Times Penalty of One Stroke Loss of Hole 3 Bad Times Further Penalty of Two Strokes Final Warning 4 Bad Times Disqualification Disqualification (c) Procedure When Again Out of Position during Same Round: If a group is “out of position” more than once during a round, the above procedure will apply on each occasion. Bad times and the application of penalties in the same round will be carried forward until the round is completed. A player will not be penalised if he has a second bad time before being advised of his earlier bad time. 18. Practice (Rule 7-1) In match play, on any day of a competition, practice on the course is prohibited before the player’s first match and between matches. PENALTY FOR BREACH OF CONDITION: Disqualification. Practice during the round (Rule 7-2) Note 2 to the rule is in operation, practice on or near the putting green of the hole last played is prohibited. PENALTY FOR BREACH OF CONDITION In match play loss of hole. In the event of the breach between the play of two holes the penalty applies to the next hole. Note: All recognised practice areas within the bounds of the course may be used by players for practice on any day of the competition. 19. Advice in Team Competitions (Note to Rule 8) In accordance with the Note to Rule 8 of the Rules of Golf, each team may appoint one person (in addition to the persons from whom advice may be asked under that Rule) who may give advice to members of that team. Such person must be identified to the Committee before giving advice. 20. Transportation Players must not ride on any form of transportation during a stipulated round unless authorised by the Committee. 21. Applicable Rules Note that local rules and R&A Rules and Regulations shall be applicable at all times during the tournament. It is the player’s responsibility to be familiar with the Rules of Golf! 22. Local Rules Local rules and pin positions for the day will be handed out by the Tournament Office Desk, should you have any queries please do not hesitate to ask any Tournament Committee official to assist. Any last minute amendments will be posted on the Notice Board. 23. Decision on Ties In the event of a tie the teams will be declared joint winners. However the defending championship team from the previous matches only needs to halve the cumulative point totals to retain the trophy, while the opposing teams must win it outright. REMEMBER “Play the ball as it lies Play the course as you find it And if you can’t do either, do what is fair But to do what is fair; you need to know the Rules of Golf!” LOCAL RULES 1. OUT OF BOUNDS The golf course boundary is indicated with white paint and elsewhere defined as follows: a Beyond the perimeter fence demarcating the club house and car park b The fence along the Avenue du Port and the boundary fence of the Horse Club c The Horse Club and its manure heap d Beyond the white-marked trees on the right of fairway Nos 2, 5 and 14 e Beyond the white-marked trees on the left of fairway No 3 f On or beyond the perimeter wall of the former Royal Palace. h Beyond the perimeter fence of Source du Nil Hotel, the football ground and the line formed by the white-marked trees along the football pitch i The practice area except for holes no 2 and 11 j The fairway of hole no 6, when playing hole no 1(this fairway starts after the trench that crosses the bunker) delimited by the white sticks 2. CLOSELY MOWN AREAS The following should be considered in determining closely mown areas: a The fairways of holes no 2 and 11 start beyond the practice range b The fairways of holes no 6/15 start after the trench and the depression that crosses the bunker as marked by white stakes c The fairways of holes no 3, 4 and 13 starts after the ponds (see black marked stakes) 3. IMMOVABLE OSBTRUCTIONS a. A ball lying on or near the benches of the teeing grounds, near the stakes, the wires around the greens, on the cement steps and guides on the teeing grounds, the concrete slab on fairway No 6 may be dropped in accordance with Rule 24.2 b. A ball, when slowed down, deflected or stopped by the blue-marked fence around the designated green, must be replayed. c. A ball lying on a bare patch of ground on all the fairways, on a wheel track of dry mud, may be dropped without penalty (Rule 24.2) d. On holes number 3 and 12, course marshals will be available to help determine the point of entry of a ball not found in the abnormal ground condition. 4. GROUND UNDER REPAIR a. If a ball comes to rest inside the hoof mark of a horse relief may be taken without penalty. b. If a ball comes to rest inside the hoof mark of a horse in the bunker, a free drop may be taken within the bunker not nearer the hole 5. STONES IN BUNKERS Stones in bunkers may be removed 6. SECURITY AND PRIORITY ON THE COURSE Players on holes numbers 7/16 and 8/17 have priority over players on 6/15 and 9/18.
