INFORMATION: SoFOA HIGHLIGHTS AND SIDELIGHTS While the SoFOA text, still in handwritten form, is yet being encoded in the computer for sooner uploading on this Facebook Page, its highlights and sidelights portray some of its facets, as hereunder cited. THE HIGHLIGHTS: The title of the SoFOA is “Stepping on the Accelerator and Going Full Throttle”, which covers the report period from August 2012 to July 2013, the first year of Ortiz as provincial director of the CSC in Davao del Sur. Ortiz outlined the concerns he addressed upon assumption, and these were classified into two broad categories: (1) implementing changes in the internal structures, systems and operations of the office [inward-looking approach]; and (2) strengthening external linkages with and creating impact upon the stakeholders, in particular, and the larger community where the office operates, in general [outward-looking approach]. On implementing changes in the internal structures, systems and operations of the field office, the tangible results 12 months after his assumption are: (1) a landscaped frontage (and backyard, too) to welcome the clients; (2) a redesigned office interior that is more work-conducive and client-friendly; (3) an evidently more personable office staff that puts a higher premium on client satisfaction; (4) an improved records management system after the adoption of the 5S technology; (5) the adoption of a recording mechanism in the publication of vacant positions in the government that effectively hinders insertion, thereby ensuring that the Publication Law is fully complied with by agencies; (6) the elimination of a hugely voluminous backlog on un-acted appointments and the timely release of current appointments having no deficiencies; (7) first-time comprehensive updating of the Service Cards of all government officials and employees in this province using the last tranche of salary increases implemented in June 2012 (for NGAs, GOCCs and SUCs) and in January 2013 (for LGUs); and (8) the attainment for the first time of a very high number of processed CS Examination applications at a total of 648 for the October 2012 exams, with this number of processed applications zooming even much higher to 970 for the April 2013 exams. On strengthening external linkages with and creating impact upon the stakeholders and the larger community, the following were accomplished: (1) Conduct of meetings of the Provincial Council of Personnel Officers (PCPO), now called the Provincial Council of Human Resource Management Practitioners (PCHRMP), the organization of human resource management practitioners of government agencies in Davao del Sur, with far higher number of attendees than ever before; (2) Orientation on the Eight Norms of Conduct for Government Officials and Employees, the various types of leave, and the Anti-Red Tape Act (ARTA) to DepEd personnel of Bansalan East District on September 1, 2012, Sta. Maria East District on February 1, 2013, and Hagonoy National High School on May 31, 2013; (3) Jointly with the PCHRMP, DepEd Digos City Division and a local environmental NGO, the conduct of a tree-planting activity along the riverbank in Barangay Dulangan of Digos City on Sept. 21, 2012 (morning); (4) Jointly with the PCHRMP, the sponsorship of an essay-writing contest for government workers of Davao del Sur on Sept. 21, 2012 (afternoon); (5) Conduct of THE GREAT CSC LAUNCH on Oct. 19, 2012 introducing the CSC Leadership Brand to heads of government agencies and the HRMPs of this province, and drumbeating the Honor Awards Program (HAP), CSC’s annual search for outstanding government officials and employees; (6) Technical assistance extended to HRMPs in the PCHRMP-sponsored three-day SEMINAR-WORKSHOP ON THE PREPARATION OF THE SPMS MANUAL on Nov. 14-16, 2012 (SPMS means Strategic Performance Management System, the new performance evaluation system to be adopted bureaucracy-wide); (7) Conduct of CSC DAVAO DEL SUR HINABANG, an outreach program in time for Christmas, on Dec. 14, 2012 at Ranao Primary School on the mountaintop barangay of Goma in Digos City benefiting 30 pupils; (8) Conduct of TABANG COMVAL, a solicitation drive for donations intended for Typhoon Pablo victims of Compostela Valley, resulting in the delivery to ComVal’s Command Incident Center at its provincial capitol of a truckload of donations in kind and also of cash in the amount of P11,702 on December 26, 2012, and another truckload (using a bigger truck) of donations and also of cash in the amount of P35,000 on March 12, 2013; (9) Conduct of CSC ORIENTATION TIMES TWO on January 22, 2013: an orientation on the background and nomination procedure of the HAP in the morning and on Republic Act No. 9485 (or ARTA Law) in the afternoon, as attended by heads of government agencies and HRMPs of this province; (10) Technical assistance extended to division/department heads of agencies in this province in the PCHRMP-sponsored SEMINAR-WORKSHOP ON THE CRAFTING OF SPMS PERFORMANCE STANDARDS held in five batches on February 8 and 15, 2013, on April 5 and 10, 2013, and on May 8, 2013; (11) Conduct of ORIENTATION ON THE NEW SALN FORM on March 2, 2013 for all HRMPs and representatives of other government agencies; on March 8, 2013 for school administrators of DepEd Digos City Division in the morning and of DepEd Davao del Sur Division in the afternoon; and on April 1, 2013 for personnel of DepEd Sarangani District; (12) Full assistance extended in the packaging of the nomination of Ms. Annabel Ungcad, Teacher 1 (Alternative Learning System) of DepEd Sta. Cruz North District, to the HAP (Presidential Lingkod Bayan category); the CSC Central Office released in the last week of June 2012 its list of awards semi-finalists citing Ms. Uncad among them (list of awardees will be released in September when the Philippines will celebrate the Civil Service Month); (13) Technical assistance to school-based HRMPs of DepEd Davao del Sur Division in a seminar-workshop on the preparation of the appointment form and of the various attachments to different natures of appointment held on April 29, 2013 with participants thereof to henceforth meet Ortiz twice in a year for a regular update of CSC issuances affecting public school personnel (with the HRMPs hopefully disseminating these to all classroom teachers in every school thereafter); (14) Conduct of nine ARTA Watch visits on separate dates in (1) DILG Digos City Office; (2) DOST Provincial Office; (3) Mariano Peralta National High School; (4) PAO Malita Office; (5) Land Bank of the Philippines (LBP) Malita Branch; (6) LBP Digos Branch; (7) LBP Bansalan Branch; (8) PNP Jose Bad Santos Police Station; and (9) PNP Don Marcelino Police Station [ARTA Watch is a surprise visit in an agency to check its compliance to the ARTA Law]; and (15) Conduct of a midyear CSC DAVAO DEL SUR HINABANG, an outreach and feeding program on July 1, 2013 at Bonifacio Primary School in Barangay Bonifacio in Bansalan, Davao del Sur benefiting 58 pupils. Targets set for the next 12 months include but may not be limited to: (1) Launch of the maiden issue of the CSC DAVAO DEL SUR CHRONICLE, the official newsletter of the field office; (2) Launch of the CSC DAVAO DEL SUR KAHANGA-HANGA AWARDS, the name for the CSC Davao del Sur awards system for outstanding HRMPs in this province; (3) Launch of ARTA KULIT (Ma-ARTA na, Makulit pa!) CAMPAIGN, a drive to introduce the ARTA Law to different sectors outside government, like faculty members and students of private colleges, chambers of commerce, NGOs, people’s organizations, etc.; (4) Seeking of donors for a lot for the construction of the CSC Davao del Sur Field Office building; (5) Technical assistance to agencies for their accreditation to the CSC Program for Institutionalizing Excellence and Meritocracy in Human Resource Management (PRIME HRM); and (6) Technical assistance to agencies for the final approval of their Agency SPMS. Major issue raised in the SoFOA was the passive countenance exhibited by some HRMPs and the challenge posed to them to wake up from lethargy. Ortiz ends by laying down the mission he aspires to accomplish in his present assignment: to make the CSC in Davao del Sur truly an inarguable epitome and icon of integrity, excellence and service in this province. THE SIDELIGHTS: Definitely, no literal red carpet was rolled out from the driveway to the foyer (but as always, there is always a figurative red carpet that we roll out to our clients). And definitely, no photo booths were put for this occasion. The only paparazzi around was a member of the office staff who was btasked to take pictures of the event, although a few HRMPs present took their mobile phone cameras and clicked, clicked, clicked as Ortiz started to deliver his SoFOA. Audience was comprised of 42 HRMPs representing various government agencies based in this province. CSC Davao del Sur Field Office was spruced up for this occasion (see photos uploaded on August 1 before the SoFOA). A 20-minute video on the field office’s activities and another 10-minute video on the PCHRMP’s activities were presented before the SoFOA was delivered. Reactors to the SoFOA were: Mr. Ernesto Rosales representing the LGU sector; Mr. Erlito Damo representing the NGA sector; and Ms. Mary Catherine Cobias representing the GOCC sector. Snacks of hot puto maya (just off the carajay) and steaming tsokolate (made from Bansalan’s pure tableya) were served to the audience after the SoFOA courtesy of the field office. Not stated in the SoFOA but worth citing here were the targets set but not done in the past 12 months, such as: (1) Putting up of cubicle for provincial director in the office; (2) Extending the area occupied by the office in the present DPWH bodega being occupied; (3) Conduct of team-building activity for PCHRMP members; (4) Technical assistance to HRM assistants and aides in the correct preparation of appointments and their attachments; (5) Release of the official publication of the field office; and (6) Putting up of a vermi box for decomposition of office degradable wastes that will be used as fertilizer for garden and potted plants.
