IS SOMALIAS SOVEREIGNTY ON UTTERANCE OR JUST ON PAPER? In early 1990s, U.S. President George H.W. Bush and the wider international community publicly conceded that Somalia had ceased to exist as a state, as the country collapsed spectacularly into a series of brutal civil wars fueled by resource and power competition between warring clans, which to this point still continues but in lesser severity. On Jan. 17, 2013, the era of ambiguity ended for the Somali people and government of the Federal Republic of Somalia, when Somali President Hassan Sheik Mohamud traveled to Washington to meet with U.S. President Barack Obama and U.S. Secretary of State Hillary Clinton, where the U.S. recognizes Somalia as a sovereign and equal partner which entails new responsibilities for both parties. This reorganization served larger purpose and provided Somalia its place in the world arena as fully recognized sovereign nation before the world community. In the globalized world, the concept of sovereignty involves responsibilities call for mutual respect on both parties, and made clear one promise as well as warning that all countries will continue to consult on all its affairs in order to prevent Somalia slipping back into a failed-state status. It looks that the threat to Somalia’s sovereignty appears to be huge and imminent, and it mostly comes from within Somalia rather than from the outside.
