ITAR-TASS: President Vladimir Putin has said that offenders convicted of violent criminals and swindlers should be excluded from any amnesty for tax-related crimes. The president approved a draft law on amnesty of businessmen for the State Duma to consider before the summer recess. Speaking at the St Petersburg International Economic Forum, President Putin stressed that those citizens who have offered compensation to their victims, or at least agreed to do so, should be included in the amnesty.
