IVORY COAST Winners of the Ouattara regime Although he is the former deputy director general of the IMF and therefore supposedly the guarantor of a certain rigor, Alassane Ouattara has not hesitated to break with the transparency expectations of the Bretton Woods system. Since 2011, when Ouattara came to power, Ivory Coast has awarded a number of key construction contracts without tender - for instance the Abidjan-Bassam highway, the Singrobo-Ahouaty power plants and hydro-electric dams on the Comoe.
