Id love to see Virginia Beach and the rest of the Hampton Roads area cities install dashboard cams in ALL of their police cars and then see if they maintain the 2000+ DUI arrests per year, let alone the 91% conviction rate. Ive handled too many cases where an officer testifies about a client being unsteady on their feet and needing to lean on their car for balance, but then have no problem doing the walk and turn test or standing on one leg test. But then a judge accepts the former as more relevant evidence than the latter. Ive had state troopers brazenly admit to me they will follow a driver heading from Norfolk or Chesapeake to Virginia Beach and not initiate the traffic stop until they get to Virginia Beach. Why? Because they know the judges in VB are a) more prone to convict and b) more likely to mete out a harsher punishment. Theres your protect and serve, folks. MADD has made a mockery of DUI arrests and prosecutions. No judge wants to be in their little black book of soft on DUI judges, lest the judge may face an uncomfortable reconfirmation hearing. You go Ken Stolle. Lets make criminals of more citizens.
