Idea #2 that would excite the country. Move the government completely from paper to e-systems and do away with files with so-called noteings. Not only would this save millions of tonnes of paper but also ensure a maintenance of a trail for every decision taken and also avoid the temptations to burn offices to destroy records. And obviate nonsense like writing comments in pencil or adding not before approved to save your skin when caught. Only a really tough PM would dare do this and take on the entire system. Is Modi brave enough?
