Idea: Raise police wages to increase the desirability of holding an officer position. Any officer who fires his or her weapon in a fatal incident is automatically and permanently removed from the police force, and the circumstances are reviewed by jury. If the shooting was not justified, the responsible officer is then tried for murder. If the shooting was found to be justified, the newly unemployed officer is given a letter of recommendation, and his or her future employer gets a tax break.
