Rochester City Halls belated independent red light camera report is deeply flawed and biased - according to National Motorists Association. James C. Walker, Life Member - National Motorists Association points out : 1. City Hall did not analyze non-camera intersections as a comparison at all, 2. City Hall did not include non-camera approaches in their intersection crash totals, 3. City Hall did not include any analysis of changing traffic volumes over the 6 year study period, 4. The City of Rochester put a red light camera at an intersection that literally did not have even one crash for almost 3 years before a camera was put there, 5. Several intersections had crash numbers increase, some doubled, no explanation is offered for why this happened, 6. The report assumes the only reason for reduction in crashes at some intersections was RLCs, despite other factors in the mix, 7. There is no breakdown of right-turn-on-red crashes and violations, 8. There is no differentiation of red light running only collisions from other types of accidents, like failure to yield. The first three points alone make this a completely invalid study on the effectiveness of RLCs in Rochester. The fourth point clearly indicates that these cameras were installed for money, not safety. The report is biased in its methodology and its conclusions and should not be considered as useful in any analysis of whether to keep running the program or not. Rochester motorists need to contact members of City Council to insist the program be ended when Council votes this week.
