If you know the history of the Northway Mall in the North Hills, it started out as a single-level outdoor strip mall of seventeen stores, which opened for business on December 10, 1953. In the early 1960s, Jim Rouse of Baltimore purchased the strip center and enclosed it, adding an upper level. This resulted in an unusual layout, with the original strip mall facing McKnight now enclosed and the upper mall situated just above the lower mall in the rear of the property, connected via a series of escalators on both ends of the mall. Now had Rouse went with a different design altogether, this is what the end result mightve been. Not only would it have created a more efficient layout with four department stores like at Ross Park Mall, but it wouldve also incorporated an underground parking garage facing McKnight Road, which could easily tuck away hundreds of cars. Above the garage would then be the mall structure comprising of 100 stores and restaurants on two levels.
