Im considering. writing rules for a Civilian Hunt gamemode, where 1d20 civilian models are placed in cover pieces around the table, and the two armies must either kill them, or Rescue/Claim them by taking them back to deployment zones. Civilians will move 4/turn, be unable to run or shoot, and will make one melee attack per turn to the unit theyre in combat with or attached to (if the unit taking them is non-Imperial). This attack would be S1, AP nothing, WS1. A unit could only escort/carry as many civilians as there are models in the unit. In movement, civilians will move away from the nearest non-Imperial unit. Civilians cannot take saves except for cover, and only have one wound and T1. For shooting and psychic purposes, all civilians within 3 of another count as a unit, but can move independently. Imperial goal will always be to save the civilians. Tyranid and Necron goal will always be to kill them. All other armies can take either option. For each civilian saved/killed, you get one VP, and you get one VP for every unit destroyed. At the end of the game, the person who killed/saved the most Civilians gets two additional VP. Would anyone be willing to play this, and if not because of poorly streamlined rules, what needs improvement?
