Impressed by the park’s acknowledgement of both the losing and winning sides in the American Civil War, Lt. Col. Prempeh suggested then that Africa should learn from the Gettysburg experience by abandoning the culture of outright winners and outright losers in favor of a new-nation building approach focusing on common citizenship. His paper developed that argument further by providing several policy recommendations on how new values and norms could be institutionalized at the strategic, operational, and tactical levels as well as the staff and command level. Lt. Col. Prempeh also recommended the deliberate inclusion of ethical concepts into the national security strategy-making process and in strategic decision-making systems.
