In 1853, when the local self government bill was before the council, sir sayyad ahmed khan pressurized Britishers to fill one third of seats by nominations due to peculiar circumstances (?) so that people of PARTICULAR community and classes who were not elected due to minority numbers must represent interests of Particular community. this was later on developed as separate electorate for Muslims and finaly demand of Pakistan!! In my view this was political strategic thinking of Muslim leadership to use Democratic process to promote and protect Islam and Muslims and defeat numerically strong Hindus.
