In 1919, the London County Council introduced Cottage Estates, housing built with public money to alleviate the poverty and pressure in central London. Situated in areas like Chigwell, St Helier, Becontree, there were 13 in all, and conformed to an agreed minimum standard. The opening paragraph of the proposal reads thus: If the hundreds of thousands of cottages for the working classes, which it is expected will be built with Government assistance, are to become real homes in which men and women are to spend contented lives, and bring up happy children, sound of mind and body, then the task is one worthy of the best and most sympathetic consideration of everyone concerned. OK, so, lets not get too sentimental here - the scheme only worked to a certain extent but, nonetheless the intention was there and the attitude was one of genuine concern, as well as a real attempt to do something about the already squeezed housing market.
