In 1932 the US Public Health Service, in cooperation with the Tuskegee Institute started a program which was marketed as free health care for black males. In reality the program never informed the men that they had been infected with Syphilis, nor did it treat them for the disease. It was only 40 years later, in 1972 when a reporter discovered the case through a whistleblower that the program was discontinued. This of course might not happen today -- the reporter would likely have a gag order and the whistleblower be declared a terrorist.
