GK CITY CORRESPONDENT SmallerDefaultLarger Srinagar, Mar 9: After transfers, promotions granted ahead of the Model Code of Conduct (MCC) enforcement are under scanner in the City. In the latest, “throwing all norms to winds” the Housing and Urban Development Department (H&UDD) has promoted two “draftsmen” at Srinagar Municipal Corporation as Executive Engineers drawing flak from engineering community which threatened to launch protests. Official sources in Jammu Secretariat said the duo, draftsmen by qualification, having alleged patronage of a senior H&UDD Babu have been promoted in brazen violation of norms vide order No 73 HUD of 2014 dated March 4, just a day ahead of the MCC enforcement in the country for upcoming Lok Sabha polls. “Some months back the Babu had lobbied to get the duo working as AEE elevated as Deputy Town Planners but the same drew flak because qualification wise they couldn’t be promoted to the key post… But this time in the garb of Model Code of Conduct his plan worked and they have been unduly promoted,” the official said over phone from Jammu. But “undue” promotion is not the only issue. If sources are to be believed the duo has been promoted to the posts, which are yet to be sanctioned. “There are two work divisions in SMC and so the sanctioned strength of Xens is only two. Those two are already occupied by two BE engineers,” the official explained. The engineers including diploma and degree holders alleged that no laid norms have been followed in the promotion. “No DPC was held though it was mandatory,” the engineering fraternity members alleged. Another alleged fraud is being smelt in the promotions orders. “As per SRO, for promotion as Executive Engineer, one needs to have 10 years of gazetted service and four years of service as AEE something which the duo doesn’t qualify for,” the aggrieved said adding other duly qualified engineers have been surpassed to favor the “draftsmen”. The engineers said this was injustice with the qualified lot and appealed Chief Minister Omer Abdullah, Housing Minister Nawang Rigzin Jora and the Chief Secretary Muhammad Iqbal Khanday to personally look into the matter. One of the promoted duo who spoke to Greater Kashmir said there was nothing wrong in the promotion orders. “This is just not wrong. We are fully eligible. You can see the seniority list, we two are at serial number one and two,” the promoted official claiming to be No 2 in the list told Greater Kashmir. The H&UDD officials on the other hand denied any hanky-panky. “Posts exist and they(duo) have been posted… But who gave you all this information?” the H&UDD Commissioner Secretary, Satish Nehru asked. Prior to outcry over these promotions, Directorate of School Education Kashmir was under scanner for “shady transfers.” Following a GK campaign, the District Election Officer put the transfer orders in abeyance.
