In an effort to clear up the terrible reporting on the matter, the United States Congress CANNOT shut down the government, unless they fail to pass ANY appropriations (spending) bills. If they pass appropriations bills, and the President vetoes them, then any limited shutdown of a part of the government is not due to the United States Congress. By passing the appropriations bills the Congress has completed its assigned constitutional duties and any shutdown would, logically, be due to the President vetoing the spending bills. Dont fall into the DC/media spin trap. They rarely tell the full story.
