In response to my post of yesterday, one friend responded that the BPS is not bad if compared with CPC. I am producing below the point wise replies. I request you all to come forward to help me to convince all such persons who oppose CPC. Please spread awareness to help ourselves. Mr Rakesh Pandey, I started my carrier with a PSU way back in 2002 under pay scale-5500.. In 2005 when I joined bank, I was also selected as a section officer in central govt, but I opted for bank PO since it was paying more. Now I leave it up to you to compare between the present salary of a section officer and a bank probationary officer and which is further set to aggravate after 7th pay commission.. Next u say that my comparison is based on my choice.. Well, dear friend.. presently I am in scale 3 and I have friends / acquaintances across the cadres in bank as well as other govt sector offices. Yes I chose to concentrate on workman section because AIBEA is their leader and the most powerful faction of UFBU and members of AIBEA are least informed and they need to be apprised of the realities. U also say situation is not so grim if I make stage by stage comparison.. I have already given comparison for workmen section. If you need comparison in entry level salaries of officers I can certainly provide that also. Moreover, if you move further, basic salary of a GM in our Bank is 52000/-. It is being circulated by the supporters of BPS that the salary of our CMD cannot be more than the salary of secretary of DFS. In that case basic of a secretary is Rs 90000/-. So even if the basic of CMD and ED is kept at Rs 85000/- and Rs 80000/- respectively there is still enough scope for increase in salary of Bank officers (GM can go up to Rs 75000/-). Will you still say that situation is not grim? And the basic of govt employee is set to experience a multiplier effect (it will be between 2.5 to 3) after 7th pay commission. Where will you be then??? Next you say that Industry level payment and budgetary allocation are different. From your statement I may infer 2 things either you want to say that budgetary allocation are made department wise or you want to say that for banks it is fixed separately. In first case, had it been so, salary of govt employees in different departments would have been unequal which is not. In second case if govt sets budgetary allocation for bankers salary and profit is the base then banks should be allowed to work as per its will to generate profit as per the market dynamics. You can’t force social obligations and then say that Banks’ r profits are too meager to give bankers a descent hike. Banks, in all respects, have become a govt tool to implement all the govt sponsored social welfare plans which are run at the cost of banks profitability. If it is so, isn’t it moral responsibility of the govt to bear the opportunity cost being paid by the banks. Aren’t we justified in asking equality in pay? Lastly u say that Govt is planning to sell its stake in PSUs. In that case my friend Govt will not be in a position to impose its policies and rest can be inferred from the reply to your preceding question.
