In simple terms, PDAF/pork is utilized upon the discretion of the government official. In the creation of the national budget, the allocation for the pork is not specified and purely discretionary. When I say: NO TO PORK BARREL! I mean: NO TO PERSONAL DISCRETION OF THE GOVT OFFICIAL. Pork barrel, if alloted to scholarships, farm-to-market road projects, additional classrooms and medical assistance, is not all bad. The officials who use it for personal gains are the real villains. Allocation should be specified from the very beginning. We may not cure corruption but with good foresight, we can prevent it.
