In the Philippines, an incumbent president who even just suggests amending the Constitution is immediately doubted as to the motives. There is automatic resistance and immediate division among the people. But what if a presidential candidate runs with a principal platform of amending the constitution citing specific provisions? There will be transparency and the motives subject to scrutiny. And if the candidate wins, there will be no doubt that the people gave their approval for the charter to be amended.
