In the case of 4 UP Manila students who were barred from graduating because they failed to pay loans on time, do we really have to wait for our poor students to appeal to the Board of Regents before their petition is approved? So the university administrators are tougher than the BOR? And the BOR is powerless to discipline these unthinking bureaucrats? The BOR uses its power unsparingly for calendar change, approving STS, and other anti-student policies but it is impotent to discipline UP admin for making graduation difficult for poor UPM students. Some people in power think they are tougher than those who gives them power. Power corrupts but absolute power corrupts absolutely.
