In the provinces each comune, and in Naples each quarter of the city, has a magistrate, called the Conciliatore, corresponding to our justice of the peace, who holds courts of arbitration, in which he acts as umpire, to prevent people from going to law for trifling causes. He has power to decide all minor disputes of personal interest, and all actions for sums below 6 ducats, without appeal. He is selected by the comunal council or “Decurionato from the highest class of citizens, including ecclesiastics, and is ap pointed by the king for three years, but is eligible for re-elec tion. 2. Each distretto has a judge called Giudice d’lstruzione, assisted by a chancellor, both nominated by the king. His duty is to collect evidence against criminals, to investigate all charges of misdemeanour, and to prosecute in the local courts. In Naples, these duties are performed by the commissioners of police. 3.
