In this unfortunate country Election Commission has still to this day not placed on its website a complete record of scanned copies of the Form-14s ie Statements of Count of 2013 Elections despite the fact that ECP was able to do so in 2002 and 2008. Why? Perhaps the reason is that thousands of Form-14s are with Election Monitors, with Media, and Political Parties and the moment ECP puts up Form-14s on its website, political parties will like to tally the individual Form-14s of various Polling Stations with the Form-14 they have and which was issued to them on 13th May by the Presiding Officer. This is a huge scandal but is seldom analyzed.
