Income Management is an elaborate exercise in victim-blaming. It is part of a long, ugly tradition of ideas and policies that shift our focus away from the root causes of poverty. Instead of discussing the appallingly low rate of Centrelink payments; the reduction in public housing and the tight rental market; the successive cuts to capacity-building support programs like financial counselling and anti-addiction programs; the breakdown of community life, of co-operation and solidarity, especially in low-income areas, caused by 30 years of widening inequality and growing insecurity; we are asked to focus on the trees and let the forest be. We are asked to focus on the characters, the habits, the personalities of those on welfare, and let successive governments, and a cruel, mindless economic system off the hook.
