Information for international students of higher education institutions (HEI) in Donetsk and Luhansk regions 6 august Taking into account a difficult socio-political situation in Donetsk and Luhansk regions, a considerable number of international students in the mentioned regions and an urgent necessity to ensure that the international students continue their study process, the Ministry of Education and Science of Ukraine made the following decisions. The Ministry recommends the international students, who are currently enrolled in the universities in the two mentioned regions, to transfer to educational institutions in other regions in Ukraine. At the moment the following procedures are elaborated: 1. The Ministry summarizes information regarding a list of educational institutions that are capable to take in international students for continuing their studies. Such information (including tuition fee) will be available on the websites of the Ministry and of the Ukrainian State Center of International Education. It will be also forwarded to the embassies of the respective countries. 2. The Ministry, HEI and the Ukrainian State Center of International Education, together with the embassies, shall inform the students, who are currently enrolled in the universities in the two mentioned regions, about the possibilities to continue their studies in other regions. 3. A student shall present to the Ukrainian State Center of International Education or to the Ministry information about an educational institution, he/she is enrolled in, programme, year of study, and also a language of training. Apart from that, a student informs about a status of his/her certificates of education and migration registration (indicating the expiration date). A student also indicates his/her preferences regarding an educational institution (from a list provided by the Ministry) to continue studies. In case a chosen educational institution has no capacity to take in a student, based on objective reasons, the Ministry provides options of other educational institutions to continue studies, indicating contact details to coordinate organizational and logistics issue connected with a student’s arrival. In case of consent to take in a student, an educational institution shall send to a foreign student (or a contact person) a letter confirming the admission. In case a student, based on objective reasons, cannot arrive to a new place on time, till September 1, 2014, the beginning of the semester for this category of foreign students will be shifted upwards for a period determined by an educational institution, considering the circumstances. 4. Payment of a tuition fee (determined by educational institution) shall be installed according to a contract between an educational institution and a foreign student. 5. The Ministry recommends those students, whose residence permit is expiring in August-September 2014, to decide as soon as possible on an educational institution to continue their studies, and arrive to Ukraine 10 days prior to the residence permit expiry date. In case a student cannot arrive to Ukraine on time, prior to the residence permit expiry date, an educational institution issues an invitation to arrange Ukrainian visa according to the rules of the Ministry that regulate such invitations. We kindly ask to address all the problematic issues, connected with a transfer to educational institutions in other regions in Ukraine, to the Ukrainian State Center of International Education email [email protected]. In the subject please indicate “regarding transfer from Donetsk (Luhansk) region”. Consultations will be given on case-by-case basis. FAQ What documents should be submitted to an educational institution of transfer? Written request by a student stating his/her wish to be transferred; students record book (list of taken courses (academic information) - if available); If a student has no record book, he/she should provide information about a current year of study, educational institution and a programme. Afterwards a university conducts a testing on relevant subjects to determine level of knowledge. Copy of a passport; If a student went on early unscheduled holidays and had not passed the spring term exams? A student will be able to pass the spring term exams in an educational instituion of transfer. Is a student allowed to be amitted, if there is a difference in level of knowledge after the exams? A student is taken in; elimination of the difference will be subject to a decision of a respective university during the first semester. Shall a student return to his/her previous educational institution (in Donetsk and Luhansk region) to receive certificates of education and arrange migration registration? No, taking into account the situation in the mentioned regions, a student shall not return to his/her educational institution. All the necessary documents will be transfered to a student when the situation stabilizes. Migration issues will be arranged by the State migration agency in the respective new place of residing, without de-registration on the previous place. Is a student allowed to go to a previous place of study to pick up personal belongings? It is highly recommended to refrain from any trips to Donetsk or Luhansk regions until the situation stabilizes. Afterwards the personal belongings will be transfered to the students by their previous educational institutions. If a graduating student left Ukraine for early unscheduled holidays and had not received a certificate of education (diploma and supplement), how can he/she obtain it? It is recommended to contact a respective embassy in Ukraine regarding this issue, state personal and passport details, information on a educational institution and a programme. After receiving this information from the embassies, the Ministry will notify the embassy or a student about possible ways to obtain the documents. What is an admission procedure for those students, who completed a preparatory programme in the educational institutions in Donetsk and Luhansk regions, and wish to apply for a chosen filed to educational institutions in other regions? Such foreign students additionally submit a certificate of a preparatory programme completion (if available). An educational institution of transfer conducts a language testing (language of trainign). Based on testing results an educational institution decides on a student’s admission. If the language proficiency is not sufficient, a student will be asked to take a preparatory programme again.
