Innov’Actions recruit Programme Assistant, Pan African Office, Dakar TERMS OF REFERENCE Under the supervision of the Programme Officer(PO) of FAS and with the staff of the International Secretariat in Geneva, Switzerland, Regional Office in Dakar, Senegal and the Liaison Office in New York, USA, and the representative offices in Khartoum, Sudan and Kinshasa, DRC the Programme Assistant(PA), Dakar will be responsible for performing the basic functions using established policies, procedures, precedents and guidelines and assiting PO in formulating, planning, implementing, monitoring and evaluating FAS’ projects in support of its programme for engendering the peace process in Africa. Control and coordinate logistics and broad administrative support functions for the Pan African Office operations, which may include assisting in programmatic and administrative tasks as described in the FAS management book and summarized below. DUTIES & RESPONSIBILITIES - Assist in the coordination of programme planning and preparation of work; monitor status of programme proposals and receipt of relevant documentation for review and approval. Also, assist FAS in supporting gender mainstreaming regional mechanisms and decision making processes in Africa. - Compile, summarize and present basic information on specific programme and related topics or issues, also assist in drafting, editing and translating texts, correspondences, and reports. - Helping to design and formulate project methodology of FAS’s activities as well as solidarity missions, training workshops and other capacity building measures particularly in the Mano River and Great Lakes regions. - Developing and putting into action strategies for establishing and maintaining partnerships with local and international partners and networks. - Assist in the development and preparation of project proposals, grant submissions and other fundraising activities. - Review project document on cost plans and compliance with relevant rules and procedures, distribute project documents to relevant FAS offices upon approval. - Review budget revision, verify availability of funds, ensure necessary approval of the budget. Handle electronic information storage and management systems and databases. - Serve as focal point for administrative coordination of programme implementation activities; obtain necessary approvals from PO or the concerned authority, process and follow-up on FAS’ administrative actions. - Compile and summarize on project delivery; draft related status reports, identify shortfalls in delivery, budget overruns etc and bring to the attention of the PO. - Draft correspondence on budget related issues and prepare and update periodic reports, briefing notes, graphic and statistical summaries, accounting spreadsheets etc. - Provide general office assistance; respond to information requests and inquiries; review, log and route incoming correspondence; set up and maintains files/records; organize FAS meetings, workshop and handle routine administrative tasks, eg noting down minutes. - Assist the PO in coordinating the activities of the Regional Office, including drafting and preparing periodic plans of action, strategic plannings, chronogram of activities and team-building agendas. - Provide guidance/training to new/junior staff. - Perform other related duties, as assigned. RESEARCH AND ANALYSIS: - Conducting substantive research, analysis and information synthesis on gender, peace and development issues, such as violence against women, HIV/AIDS, refugees and small arms; - Examining implementation of the Beijing Platform for Action, UN Security Council Resolution 1325 (2000), the Solemn Declaration on Gender Equality in Africa and the UN Millennium Development Goals (2000) and current affairs affecting women in Africa and other NGOs/initiatives in the field; - Conducting, documenting and disseminating comprehensive studies on women’s best practices to muster political support and to influence policy, legislation and programme development; - Writing, editing, designing and producing analytical reports, articles and other publications documenting FAS’ activities on gender, peace and development issues.
