Inside Red Chamber Activities for Wednesday 5th of June 2013 Constitution Review: Senate report rejects state creation, state police The report of the Senate Committee on the Review of the 1999 Constitution has rejected proposals calling for the creation of more states, and establishment of state police. In a copy of the report made available to the Constituency Media Aide, the committee observed that “The underlisted 61 requests for state creation made to the committee failed to comply with the entire provision of section 8(1), which states; An Act of the National Assembly for the purpose of creating a new state shall only be passed if – (a) a request, supported by at least two-thirds majority of the members (representing the area demanding the creation of the new state) in each of the following, namely – (I) the Senate or House of Representatives, (ii) the House of Assembly in respect of the area, and (iii) the local government councils in respect of the area, is received by the National Assembly. Also, it stated that a “proposal for the creation of the state is thereafter approved in a referendum by at least two-thirds majority of the people of the area where the demand for creation of the state originated.” The referendum it further stated must be approved by a simple majority of all states of the federation supported by a simple majority of members of the Houses of Assembly; and also approved by a resolution passed by two-thirds majority of members of each House of the National Assembly.” On the proposal seeking the establishment of state police, the report recommended that “the preferred approach at this time is to critically look at the current federal police system with a view to sanitizing and strengthening it.” More Details later… This report was prepared by our Constituency Media Aide at the National Assembly, Abuja
