She also wouldn’t comment, however, on whether the budget will enjoy an estimated $9.9 million in new Engineering Department revenue from a stormwater fee based on a property owners’ square feet of impervious surface, such as roofs and parking lots. With property tax collections flat, expenses mounting and commissioners unable to agree on areas to cut, the commission has agreed to dip into the city’s reserves to balance the budget every year since 2008.
