Iowas law banning texting while driving is currently a secondary offense and not a primary offense. A secondary offense means officers cant execute a traffic stop unless the driver has committed some other driving violation, even if they spot the driver texting. Should the law be changed to a primary offense which would allow the officers to make a traffic stop simply for spotting a driver texting or should the law remain unchanged?
