Islamic Relief announces the following vacancy for its office in Gaza. Title: Monitoring and Evaluation Coordinator Ref: ME-A-11-2014 Location:Gaza Office Duration:9 months, renewable Deadlinefor Applications: Saturday, 18 October 2014 Job Summary: The M&E Coordinator will assist IRPAL programmes team in the design of projects in an appropriate way to facilitate the monitoring and evaluation of results. He/She will be responsible for the monitoring of projects and tracking progress towards achieving the projects results, collect and report on key performance indicators through developing and applying appropriate monitoring tools in cooperation with programmes team. He/She will be responsible for conducting internal evaluation of selected projects implemented by IRPAL and local partners as well as facilitate and supervise the work of external evaluators where applicable. Main Tasks and Responsibilities: 1)Projects Design -Collaborate with the programmes team in designing and carrying out needs assessment, research and base-line /end-line surveys, data analysis and reporting related to sectors of work of IRPAL. -Support the Programmes staff in projects’ design through developing logical frameworks. 2)Monitoring and Evaluation -Design monitoring and evaluation plans, guided by Islamic Relief monitoring and evaluation policy and framework and quality standards. -Conduct regular monitoring field visits to project sites and ensure that monitoring data collection tools are accurate and efficient and report to the head of programmes on main observations. -Ensure that management and other decision makers have timely and precise information regarding projects progress and that the impact of projects and programmes is accurately measured and documented. -Prepare Terms of Reference for evaluation activities carried out by external consultants and coordinate, monitor, and supervise their implementation, and provide support to any external and evaluations of programme activities. -Ensure compliance with donors requirements in terms of monitoring, evaluation, and reporting. 3)Learning -Ensure understanding of M&E theory and practice by implementation staff, coordinators, and other appropriate staff; identify training needs, organize and lead appropriate training sessions. -Organize and facilitate lessons learning workshops with IRPAL projects team as well as partners and other stakeholders. -Participate in the dissemination of monitoring and evaluation results, including the preparation of special reports and lessons learned materials. -Keep track of IRPAL evaluated projects and disseminate lessons learned to ensure continuous Candidates must possess the following competencies: Bachelor degree from an accredited University, preferably Masters degree in Community Development, Organizational Development (OD) or Management. Minimum five years of increasingly responsible experience in projects management, monitoring and evaluation preferably in international NGOs. Excellent Knowledge of Project management theory, principles and practices and their application to a wide variety of projects transactions and problems. Knowledge of Principles and standard practices of projects cycle management. Skills required for the position: Strong planning and coordination skills Fluency in English and Arabic (written and spoken). Very good technical reporting skills. Good interpersonal skills including the ability to listen, sensitivity to other peoples’ views and perspectives, and conflict resolution. The capacity to develop and maintain an understanding of and be sympathetic to the social and cultural context of the post. An ability to work under pressure. Computer skills.
