This is the rubber valve that opens when you flush your toilet and closes automatically when you let the handle go. If you are brave enough to check it yourself lift the toilet back off cautiously and stick your hand into the water, wipe the red or black rubber flapper with a finger if a black film residue is left on your hand or if it looks warped it needs to be replaced. Check and make sure the chain is not obstructing the fall by flushing with the lid off as well, sometimes this can happen.
