It is a common saying: the average deaf child graduates at a 4th grade reading level. They say this has not changed for over 30 years. The US government reports that only 38% of hearing children graduate at a proficient level. They say this has not changed much since 1992. The norming studies that are the basis of the 4th grade level are no longer available. It is classified by: 1. Basic: some mastery of material 2. Proficient: ability to handle most material 3. Advanced: ability to handle challenging material In 2011, hearing children: 1. Advanced: 3.4% 2. Proficient: 38% 3. Basic: 76% 4. Below that: 24% **Please correct any and all errors in my report** My conclusion is two-fold: Our conceptions of literacy are problematic. The majority of these people navigate and survive within life and symbol culture. And the boldest premise today about the weakness of deaf existence(literacy achievement) is not withstanding the grounds on which it is built.
