"It is worrisome when the result of a Philippine growth strategy is growth without employment. An employment-centered policy focuses on enterprise investment. By contrast, the conventional programs emphasize the attraction of foreign investment and focus on the expansion of BPOs that serve foreign economies and export-oriented production.
