It looks like there is an answer to my question as to whether or not the UN staff were aware of the storage of rockets inside, and the building of tunnels leading from, the UNWRA schools. This video goes inside the schools and reveals the extent to which they promote the Palestinian message. And a guest on the latest Tamar Yona Show explains that the tunnel building process involves setting up small factories to produce the concrete reinforcing panels. He also explained that the basic hamas rocket is made from water pipes, fueled by ANFO or similar (ammonium nitrate fertiliser, mixed with materials such as fuel oil, which powered the Irish Republican Army bombs during the 1960s, 70s and 80s).
