It was approved by Labor but under very strict guidelines which included approval by GBRMPA. The reason we have the three stages of approval is because on paper a Government is looking at the financial aspects and the planning laws while the environmental impact is overseen by a third party. In this case GBRMPA. If only one of the three do not allow it, it stalls. The Government looked at it and saw it met legal obligations so cannot be denied approval based on that alone. It went to State Government which did the same. Then the third and most difficult hurdle was met with paperwork which seems to indicate approval should not be given under environmental protection laws yet it was approved anyway. So the question really is who controls GBRMPA? Because it doesnt appear to be the environment. Valid point.
