It wasnt for no reason they built the Ellis Island immmigrant entry station on an island. People were quarantined automatically before being allowed even LEGAL entry into this country and their blending into the general American population. For the same reason Britain has been known for automatically quarantining for months any pets being brought into that country for possible infectious disease before allowing them in.
