Ive come to the conclusion that to pull off a big project you need the moral authority to be audacious. By this I mean you need the following factors: a history of credibility in the context; a personal passion to see it through; and the big idea. Yes, the big idea is important; its the flag under which to rally the troops. It doesnt have to be your own big idea - although that gives added power - but you do need transparent permission to raise it up. With those factors in place you only need to be reasonably well connected as you will then have the moral authority to get the support of other key make-it-happeners.
