Ive referenced every code and statute I could find pertaining to when one is required to pull over. Ive determined that a Community Service Officer cannot pull someone over, since blue and amber lights do not satisfy the lighting requirements of authorized emergency vehicles. See AS 25.35.182, In a prosecution under this section, it is an affirmative defense, if the peace officer, when requesting or signaling the defendant to stop, did not meet lighting AND [emphasis added] audible signaling requirements of law for enforcement vehicles... Such requirements for law enforcement vehicles are defined explicitly in Section 9.44.190 and are reiterated in Section 9.28.011 of the Anchorage Municipality Code of Ordinances. Technically, it would seem that the CSO couldnt even legally pull you over if he were blaring a siren (assuming CSOs even have one) and flashing his lights, since that wouldnt satisfy the AS 25.32.182 requirement either.
