Ive worked at restaurants and grocery stores that have LOCKS on their garbage bins to keep hungry and homeless people from going in and eating the food that they threw away. Alot of the times, the food is fine...just a bit stale, outdated by one or two days, left over from buffets, or sometimes made ahead during supper rush hours at pizza places and not bought. So the food ends up going to the garbage and rotting and people end up going hungry. How inhumane.
