JK earns over Rs. 1500 Cr from 390 MW Dool Hasti HEP in last 7 years Kishtwar stays high and dry . Kishtwar, July 26 : The state government has earned over Rs. 1500 Cr from NHPC owned 390 MW Dool Hasti Hydro Electric Power Project Kishtwar since it was inaugurated by former Prime Minister Dr. Manmohan Singh on 26 April 2008. As per the details available with Early Times, the NHPC annually gives Rs. 120 Cr to state government as 12% share of power generation from the said power station. In addition to Rs. 120 Cr annually, NHPC paid approximately Rs. 400 Cr as water cress under J&K Water Resources and Management Act 2010 at the rate of Rs. 100 Cr annually, the corporation paid Rs. 327.01 Cr Cess till 31-03-2014, Rs. 2 Cr work tax due to execution of various works and Rs. 10 lacs as Building Cess. Even though the state government get huge revenue from Dool Hasti Power Project, the Kishtwar District is reeling under shortage of fund for various developmental works and faces acute water crises problem as the project takes heavy toll on natural water resources due to construction of over 11 KM long tunnel passes through Kishtwar as a result of which the water level of Kishtwar falls, ultimately leads to drying up off natural water resources. The step motherly treatment with Kishtwar on part of the state government can also judged from District allocation funds which is approximately Rs.78 Cr annually which is quite less as compared to smaller Districts of valley like Shopian and Ganderbal where the state government provided annual funds to the tune of over Rs. 100 Cr.The NHPC authorities in addition to payments of over Rs. 1500 Cr to state government provides jobs to 582 local inhabitants of state of Jammu and Kashmir in this project till 30-06-2014, while 113 employees from outside state are working in the project. Among 469 local employees, 18 are Executives, 32 are supervisor and 419 workmen while among 113 employees from outside state, the number of Executives (65) and Supervisors (32) are very high as compared to local officers while only 22 workmen are working in the project as compared to 419 from state. It is pertinent to mention that due to construction of 390 MW Dool Hasti HEP, Kishtwar District suffer on account of various environmental hazards as the JP Industries engage by the NHPC for construction of the project fails to carry out Reconstruction and Rehabilitation plan work and instead the money reserved for carrying out various developmental works in the area as per MOU signed between the state government and NHPC was siphoned off by company in a nexus with local politicians and union leaders who turned millionaires during all these years. Local people from time to time continuously raise the voice of dissent against the project authorities for their failure in implementation of MOU in which NHPC has agreed for various cohesive measures for the betterment and welfare of the people of Kishtwar district.
