JOB ADVERT BY ADESO County Behavioral Change Communication Officers - REGAL-IR Program Background The Global Alliance for Improved Nutrition (GAIN) seeks to engage Behavioral Change Communications (BCC) Officers for the Resilience and Economic Growth in Arid Lands – Improving Resilience in Kenya (REGAL-IR) program. GAIN is a member of the REGAL-IR consortium funded by USAID and led by Adeso. REGAL-IR is headquartered in Isiolo. Driven by a vision of a world without malnutrition, GAIN builds and supports innovative partnerships among the public and private sectors to increase access to and consumption of nutritious foods necessary for people, communities and economies to be stronger and healthier. REGAL-IR partners work collaboratively to improve economic, social and environmental resilience for communities living in the arid and semi-arid land (ASAL) counties of Isiolo, Marsabit, Turkana, Wajir and Garissa in Northern Kenya. GAIN has undertaken formative studies to determine the consumption profile of infants aged 6-23 months in target areas and estimate the nutrient gaps between the current nutrient consumption and biological requirements. This research will contribute to a better understanding and enriching of the agriculture value chains of the base commodities that make up complementary and community foods. Most importantly, the Information gathered will inform the development of an evidence-based, ASAL-specific, multi-pronged behavioral change communication program. To implement this mandate, GAIN seeks to fill vacant positions of BCC officers in the above-mentioned ASAL counties. Position Overview: The BCC officers will be responsible for the day-to-day running of the BCC program towards the successful implementation of REGAL-IR’s nutrition objectives, including: • Accountable for BCC delivery, achieving targets and producing anticipated results for increased uptake of sound nutritional advice and good practices amongst pastoralist families and communities – pure pastoralists, agro-pastoralists, transitioning and exited pastoralists; • Ensure project management, technical reporting and financial documentation responsibilities for all internal and external requirements; • Collaborate with the REGAL-IR county teams and communications lead on BCC strategy delivery, integrating communications and implementation of the project into other REGAL components and effective performance management of volunteers, care groups and other players; • Ensure performance monitoring, learning, valuation and reporting, of impact amongst beneficiaries; • Submit updates as required in order to meet Adeso and donor reporting requirements; and • Collaborate with project leads in REGAL-IR and the grant management team in order to track the progress of projects across the county portfolio, identifying where course correction is required and helping to coordinate appropriate responses. • Explore and initiate innovative ways of effective communication targeted to the care givers. • Enhance REGAL-IR visibility in the county through effective engagement of stakeholders. Responsibilities: • Produce the desired results and hit the BCC component targets that will be jointly determined with GAIN and Adeso; • Identify key agriculture-nutrition stakeholders in the county- including their specific areas of intervention, resources and geographic coverage; • Facilitate integration/collaboration/coordination with county government and other actors and establish partnerships in the county to avoid duplicity and leverage existing efforts; • Identify, register, train and retain care group volunteers through county- and community-based convening’s and structures; • Liaise with county and community members to identify key themes for BCC outreach, opinion leaders, and community-based BCC focal persons in target communities; • Promote community meetings, events and guest speakers; • Implement BCC communications plan including: o Developing content for BCC promotions such as radio, skits, newsletter and appropriate communication channels; o Delivering and facilitating delivery of BCC package to beneficiaries; o Gathering success stories and other relevant content for Quarterly reports under GAIN/Adeso Communications guidance; o Working with appropriate communication channels (media houses, journals, meetings, etc.) under supervision of program director, advisor and Country Directors and Global GAIN Communications draft and place/present relevant articles/presentations in the national press and other county channels. • Ensure project work plans, budgets, reports and other key project documents are prepared and finalized in a timely manner; • Participate in meetings with GAIN partners, donors and other stakeholders as required; • Support monitoring, learning, evaluation and reporting for REGAL-IR nutrition result area: o Participate in site visits and report preparation of the BCC beneficiaries; o Capture feedback from BCC beneficiaries and integrate this into overall BCC learning; o Collaborate with Agriculture-Nutrition Manager at GAIN to analyze progress reports, financial reports and other project deliverables in order to provide recommendation for course correction, based on performance against planned activities and key performance indicators; o Facilitate periodic county program review meetings (Project lead, Technical Advisor and Country Manager as required), in order to assess progress made against planned activities, budgets and key performance indicators and to identify and document, next steps designed to enhance project implementation; o Implement any other project activities in the county as advised by GAIN Technical advisor and or Country Director. Qualification and Experience required: The candidate should possess an advanced diploma or degree in food, nutrition, dietary and health sciences or any other related discipline, with demonstrable experience in managing community-based nutrition and health related program with tight deadlines and donor reporting demands as well as capacity building skills to others players. Additional Requirements: Preference will be given to applicants who come from the respective counties, speak local languages, and are able to or willing to learn to ride motorbikes for work in the county. Remuneration: The compensation package is negotiable and will be in line with the successful candidate’s experience and expertise.
