JOB Opportunity at Housing Counseling Services, Washington, DC OPEN POSITION: Controller/Accountant Open Date: August 2013- until filled Housing Counseling Services, Inc. (HCS) is a non-profit 501(c)3 organization founded in 1972 to provide comprehensive housing counseling, training, advocacy and technical assistance for low and moderate-income home buyers, homeowners, coop/condo members, tenants and the homeless; to help them to achieve successful living in healthy, safe and affordable homes. Our goal is to prevent homelessness and increase access to long-term, affordable and safe housing opportunities by providing the skills, self-esteem and empowerment necessary within families and communities. Further, HCS works to build the individual and group capacity for economic, physical and social development of homes, neighborhoods and communities. HCS is seeking a proactive, hands-on and strategic thinker who is a seasoned financial professional to support the mission of the organization. The Controller is responsible for all financial matters of HCS and will implement all day-to-day accounting and finance operations for a non-profit with an annual budget of $5 million. S/he will conduct activities related to accounting, accounts payable, accounts receivable, payroll and compliance with government and private grants and contracts. The Controller will ensure that HCS has the systems and procedures in place to support effective program implementation and conduct flawless audits. S/he will report to and work closely with the Executive Director. As a team oriented organization, s/he will partner with senior leadership and the Board of Directors to develop and implement financial strategies across the organization. S/he must be able to adapt to a continually evolving environment and thrive in an autonomous and deadline-oriented workplace. The Controller position offers flexible hours and a team-oriented and supportive environment. Specific responsibilities include (but are not limited to): · Implement all accounting activities to ensure proper maintenance of all financial systems and functions. · Conduct all financial activities including: accounts payable, invoicing, payroll, bank reconciliations, and cash-flow reports. · Oversee cash flow planning and ensure availability of funds as needed. · Develop and utilize forward-looking, predictive models and activity-based financial analyses to provide insight into the organization’s operations and business plans. · Oversee all accounts, ledgers, and reporting systems ensuring compliance with appropriate GAAP standards and regulatory requirements. · Maintain internal control and safeguards for receipt of revenue, costs, and program budgets and actual expenditures. · Prepare/collect all necessary documentation to support the audit and coordinate all audit activity. · Consistently analyze financial data and present financial reports in an accurate and timely manner. · Clearly communicate monthly, quarterly, and annual financial statements; monitor progress and changes and keep senior leadership abreast of HCS’s financial status. · Assist HCS leadership in the annual budgeting and planning process. · Administer and review all financial plans and compare to actual results with a view to identify, explain, and correct variances as appropriate. · Engage the board’s audit and finance committees around issues and trends in financial operating models and delivery and to develop short-, medium-, and long-term financial plans and projections. · Implement all financial, project/program and grants accounting; ensure that expenditures are consistently aligned with grant and program budgets throughout the grant/fund period; collate financial reporting materials for government, corporate, and foundation grants. · Coordinate the development and monitoring of budgets. · Participate in corporate policy development as a member of the senior management team. · Remain up to date on nonprofit audit best practices and state and federal law regarding nonprofit operations. · Ensure maintenance of appropriate internal controls and financial procedures. · Ensure timeliness, accuracy, and usefulness of financial and management reporting for federal and state funders, foundations, and HCS’s board of directors. · Prepare and file all required tax returns. · Ensure legal and regulatory compliance regarding all financial functions. QUALIFICATIONS: The Controller will be a seasoned professional with at least 5 years of broad finance/accounting experience. S/he will ideally have experience managing and implementing financial systems (accounting, budgeting, control and reporting) for a complex non-profit with multiple funding sources including government grants and contracts. The Controller will have the following experience and attributes: · A minimum of a BS; a CPA and/or MBA would be a plus. Significant experience conducting similar work will be considered instead of educational requirements. · Significant experience in or knowledge of nonprofit accounting, including sophisticated fund and grant accounting, compliance, and reporting. · Solid experience in the non-profit environment coordinating audit activities; managing, reporting, forecasting, budget development and profitability analysis, accounts payable, general ledger, payroll, restricted/designated funds and accounting for investments. · Capability to meet the requirements of a financial-management role, partnering with executive staff, resulting in the development and implementation of creative financial management strategies. · Personal qualities of integrity and credibility and unwavering commitment to HCS’s mission. · Must enjoy working with a team and on an individual basis. · Must be able to use the utmost discretion in all presentations/correspondence and communication for staff, Board of Directors and Executive Director. · A track record in grants management as it relates to compliance and reporting of government, corporate and foundation grants is essential. · Experience working with information technology to manage finance and accounting software packages. Hands-on knowledge of Peachtree software systems, non-profit accounting software systems and other report generating software. · Deep knowledge and understanding of the Office of Management and Budget Circular A133 audit. · Excellent analytical and abstract reasoning skills, plus excellent organization skills. · Ability and desire to translate complex financial concepts to individuals at all levels including finance and non-finance managers · Ability to define problems, collect data, establish facts, and draw valid conclusions.
