Safety Officer Published in on October 18, 2013 PURPOSE OF JOB Reporting to the Manufacturing Division MD, the Safety Officer is accountable to the Group QHSE Manager for the effective HSE management of the areas assigned to him in this job description To develop and administer programmes to ensure employee safety and compliance with all applicable safety, health and environmental regulations, including the WSH Act To maintain a continuous high level of Health, Safety and Environment working practices in line with OHSAS 18001 and ISO 14001certification To ensure compliance with the Quality requirements of ISO 9001 KEY DUTIES AND RESPONSIBILITIES Inspect Manufacturing Division facilities observing operations and activities, investigating health and safety complaints and ensuring that the Division is in compliance with OSHA, Ministry of Manpower and other relevant regulations Oversee safety of project mobilizations of Hallin vessels and assets at Loyang jetty. Responsible for safety of the office complex and facilities, including HSE training of office staff As a 9001; 14001 & 18001 auditor, take part in internal audits as required. Observe work in progress, ensures that proper safety equipment is worn and procedures are followed Administer the workplace Permit to Work system Coordinates and consults with Managing Director, Project Managers and Supervisors regarding health and safety issues in their respective areas and notifies Managing Director regarding violation of safety regulations and codes Makes recommendations for corrections and follow up to ensure that violations have been corrected Identify workplace hazards and develop appropriate risk assessments Manage the Manufacturing Division Safety Plan and ensure that it is fully valid and communicated to employees. Ensure preparation of Safety Manuals, training outlines and employee instructions for work deemed to have recognized hazards Conducts or provides for employee safety training, including classroom lectures, demonstrations or hands-on instruction and safety inductions for new employees and contractors Ensures effective and safe management of contractors Reviews accidents and makes recommendation for prevention of similar future incidents Ensure that Manufacturing division complies with all the environmental regulations regarding hazardous substance handling and disposal Schedules and chairs regular safety meetings – manufacturing and office employees. Perform other duties as assigned QUALIFICATIONS/SKILLS/EXPERIENCE & PERSONAL ATTRIBUTES REQUIRED At least 4 years of full time professional experience in developing and administering a Safety Management programme ideally gained within a manufacturing facility Recognized Health, Safety & Environment qualification Current First Aid Certification Knowledge of the principles, practices and applicable equipment related to industrial safety In depth knowledge of occupational hazards, including accident analysis and prevention techniques Good working knowledge of all applicable laws, codes and regulations with the ability to interpret, apply and explain these to the workforce Experience in the development and implementation of an effective safety, hazard control and industrial hygiene programme Able to assess risks and hazards and make effective recommendations for action and correction Perform detailed, technical, safety, hazard and environmental research Prepare clear and concise reports, correspondence and other written materials
