JOB VACANCY ANNOUNCEMENT Local Project Coordinator Background: Since 2006, the Academy for International Development (AID-MENA) was established in Cairo, Egypt as a Civil Society Organization working in the fields of: • Strengthening the Market Competitiveness of Business Associations • Strengthening the Capacity of Local Councils and Authorities • Socio-Economic Development and Poverty Alleviation • Skills for Change Project • Sensitizing and Building the Capacity of Women towards Climate Change Consequences in the Northern Lakes of Egypt • Empowering womens leadership and participation in social, economic and political spheres in the MENA region • Elections, Democracy and good governance • Conflict Resolution and Peace Building • Youth Leadership and Peer Education Projects AID-MENA has a multidisciplinary team of more than 50 professional staff and consultants with different educational backgrounds, skills and experiences in various developments, economic, social, political, and health fields. AID-MENA has an extensive network of more than 100 non-governmental organizations, academic institutions, civil societies, faith based organizations and privately owned business in the Middle East and North Africa (MENA) region, Europe and Africa. AID-MENA has been working with women on enhancing the political awareness and participation of women in the public life and in their communities. Throughout the years of work, AID-MENA witnessed the increasing level of women’s disempowerment and lack of participation in social, economic and political spheres in the MENA region as a focal problem to be addressed. Therefore, AID-MENA takes part in empowering the Arab women in the MENA region to engage in the political spheres during the democratic transition after the Arab spring revolutions. AID-MENA implemented many projects and projects that are supporting women initiatives and campaigns related to women empowerment, and raising the capacity of women knowledge and skills. These are including the “Young Women Leadership in the Social and Political Development regional program; and “Empowering Women for Political Affairs in Egypt” project. At the moment, AID-MENA is implementing the project entitled as Supporting Women during Democratic Transition in Libya (SWDTL) jointly with six partner Libyan NGOs. The proposed project will cover two regions in Libya (Tripoli and Benghazi) over 18-month duration in 2013-2015. The overall goal of the proposed project is to foster Libyan women’s participation in the democratic transition to ensure women inclusion in the democracy process. Job description: Position: Local Project Coordinator Project: Supporting Women during Democratic Transition in Libya (SWDTL) Candidates Gender: females preferred Reports to: Regional Program Coordinator Communications lines: Regional Director Location: Tripoli, Libya Employment: Part Time (up to 15 Working Days per Month) Duration: 15 months, starting from February 2014 – April 2015 Remuneration: gross salary and fringe benefits will be calculated based on the candidates qualifications and experiences. Major Duties and Responsibilities: AID-MENA is seeking to appoint a highly experienced local Project Coordinator who will provide strategic technical and programmatic oversight for development and implementation of the strategic initiatives and projects. The Local Project Coordinator is a senior-level technical staff member who supports and fully empowers the Project Manager to successfully lead and manage the project in countries. Therefore, s/he should be able to fulfill the following duties: • Ensure that Project Leadership Team has the knowledge, skills, experience, attitudes and behaviors needed to execute its job, and support Project Manager to develop and implement appropriate capacity building plans to address weakness or gaps identified • Empower and hold Project Manager accountable for expected results articulated in the job description • Supervise and report all aspects of projects, activities, field operations and strategic events • Oversee and/or manage project quality control including but not limited to development and implementation of annual work plans for direct reports in relation to the current multi-year strategic plan • Responsible for managing project partnerships, as well as recruiting the NGOs and the participants enclosed with NGOs • Oversee and manage the development of technical and related policy activities • Oversee implementation of the performance monitoring and evaluation system for direct reports • Design and develop project cycle management and quality control for project areas • Logistics coordination for workshops and events • Strong financial background to be able to strategically identify and secure funding sources that align with the goals of current and future projects • Coordinate and oversee development of donor proposals and reports as lead technical writer in conjunction with Director of Operations and consultant pool • Assist the Executive Director with managing donor relations • Liaise with the Director of Operations on administrative, human resources and financial aspects relevant to direct reports and projectming • Responsible for development and management of the annual project budget in cooperation with the Director of Operations • Assist the Executive Director with managing stakeholders and partnerships • Oversee implementation of project-related communication strategies • Provide senior level representation at public events and meetings and at seminars, conferences and NGO meetings relevant to the organization’s work and mandate • Have the ability to assess, with other members within the panel, the participants NGOs Qualifications, skills and experiences: • At least 3 years of work experience required in similar position and/or in other relevant field work such as Democracy, Governance, Development, Youth and Women empowerment, Civic Rights and challenging environment • Experience in electoral assistance projects, including budget design, financial reporting, and new business development including proposals and tenders • Experience in providing input into projectmatic design, including project implementation plans/work plans and performance management plans (PMPs) • Reviewing and understanding donor requirements and ensuring proposals and concept notes adherence to these guidelines • Demonstrated ability to produce substantive and clear reporting documents • Demonstrated capacity to work with senior project staff to assess project performance Educations and key competencies: • Bachelor’s degree in political science, international affairs, or other political or social science discipline (Master’s degree desirable) • Ability to develop initiative in innovative manner for effective resolution • Good communication (verbal and written) and strong interpersonal skills and ability to work in a team & under pressure to meet deadline • Fluency in Arabic and English required, French skills a plus • Good working knowledge of computer skills, MS Office (Word, Spread Sheet, PowerPoint) and internet Note: • Short-listed candidates will be invited for an interview and a technical test. • Only short-listed candidates will be informed of the results of their tests and Interviews • Most qualified ones will be recruited from February 1, 2014, within available Donors budget line items.
