JOB VACANCY ANNOUNCEMENT: PROGRAM MANAGER FOR CLIMATE SMART AGRICULTURE PROGRAM General Description The Program Manager, Climate Smart Agriculture is tasked with implementing and managing a new and promising initiative to demonstrate how a local municipality can be major facilitator and enabler of climate smart agriculture practices. The post holder is based in Guinayangan, Quezon with occasional travel to IIRRs Headquarters in Silang, Cavite. This position reports to the Country Director, Philippine Program, and works in close coordination with the Learning Community Program Coordinator. Key responsibilities The main responsibility of the post is to oversee the Climate Smart Agriculture program in Quezon learning community, and coordinate with the team to ensure timely, effective and efficient implementation of the projects and planned activities related to climate smart agriculture. S/he provides support to different project teams through technical inputs in the design, planning, implementation, monitoring, evaluation, documentation and capacity building support (training and facilitation) in climate smart agriculture. Under this responsibility s/he is expected to: 1. Over see and provide strategic direction to the climate smart agriculture program in Quezon learning community • Lead the preparation of program plans and accomplishment report (annual and mid- year) • Facilitate review and planning meetings of the climate smart agriculture team • Conduct regular program meeting with the team to include project coordinators, field coordinators and relevant program specialists • Conduct performance appraisal of project-based and field staff within the climate smart agriculture • Provide technical support to other climate smart agriculture related activities 2. Lead project management of IIRR’s research project under the Climate Change Agriculture and Food Security (CCAFS) program • Develop/review project design and workplan, including annual and quarterly workplans • Undertake needs assessment and work with the project team and local partners for the smooth implementation and monitoring of the various components of the project • Design, coordinate/facilitate workshops and trainings with the project team and local partner organizations. • Monitor project budgets and financial expenses; review financial reports and adjust budget as appropriate. • Prepare needed reports such as activity reports, interim reports and annual reports and finalize these in consultation with other members of the project team. 3. Develop concept notes, project ideas and proposals on climate smart agriculture related projects. 4. Assist in fundraising and networking activities with relevant donors and organizations to ensure the continuity of the climate smart agriculture program and linkage to other IIRR programs. 5. Implement other related tasks as assigned. Requirements • With strong technical background on Agriculture science, master’s degree an advantage • With at least 5 years of strong project management experience: project design, implementation, monitoring and evaluation, preferably in an NGO setting • Have training and facilitation skills and is knowledgeable of various participatory tools • Ability to write and edit reports • Ability to conduct field research • Demonstrated effective writing and oral communication skills • Can effectively work in a multidisciplinary and multicultural work environment and is a team player • Computer proficient and uses various applications Candidates should submit (1) a letter of interest; (2) curriculum vitae; (3) contact information (telephone, email); and (4) three letters of references with address and contact email/phone numbers not later than January 31, 2015 to: The Human Resources Office International Institute of Rural Reconstruction Km. 39, Aguinaldo Highway, Silang, 4118 Cavite Email: [email protected] Website: iirr.org We will respond to short-listed candidates only.
